PUBLIC CHARGE <br />The Board of Commissioners pledges to the citizens of Orange County its respect. The <br />Board asks its citizens to conduct themselves in a respectful, courteous manner, both <br />with the Board and with fellow citizens. At any time should any member of the Board or <br />any citizen fail to observe this public charge, the Chair will ask the offending member to <br />leave the meeting until that individual regains personal control. Should decorum fail to <br />be restored, the Chair will recess the meeting until such time that a genuine <br />commitment to this public charge is observed. All electronic devices such as cell <br />phones, pagers, and computers should please be turned off or set to silent/vibrate. <br />C. PUBLIC HEARING ITEMS <br />1. Zoning Ordinance Amendment: To receive public comment on proposed <br />amendment(s) to Article Six (6) Application of Dimensional Requirements Section <br />6.31 Outdoor Lighting Standards of the Orange County Ordinance revising existing <br />regulations governing the review, approval, and use of outdoor lighting fixtures for <br />residential and non-residential land uses. <br />2. Strategic Growth and Rural Conservation Plan: To receive public comment on <br />acceptance of the Strategic Growth and Resource Conservation (SGRC) Plan. The <br />SGRC is a proposed program whereby development rights in specific areas of the <br />county could be transferred to other specific areas of the county in order to preserve and <br />protect sensitive areas and uses while allowing development and greater <br />density/intensity in areas of the county better suited to accommodate it. The first two <br />phases of the SGRC program (research and feasibility) were previously completed and <br />were accepted in June 2006. The final third phase (specific program and administrative <br />design) is the subject of this hearing, not as an implementation action but as a list of <br />recommendations for future prioritization and speck text or map zoning amendment. <br />
