ti ~ '_ <br />of July, 1976 stated that the Committee believes the final composition <br />of the Council should be determined by the local governments concerned. <br />Dr. Gaede stated that she questioned whether the Town of Chapel Hill is <br />in the position to provide planning in the best interest for all of Orange <br />Gounty. The reason far this question is due to the present ordinance of <br />Chapel Hill which bans individual mobile homes from its 19.8 square miles <br />of planning area. She added that she was wary of a planning council being <br />determined by local government, since the largest local government is Chapel <br />Hill. She added further that the composition of the Council is heavily <br />weighted toward Southern Orange and did not provide for representation of <br />Northern Orange. She requested that one appointee to the Planning Council <br />be a mobile home owner presently living in a mobile home. <br />Commissioner Gustaveson responded to Dr. Gaede by stating that the <br />purpose of the Planning Council is to have all units of Government work <br />together to solve some of the existing problems in planning. The Town of <br />Hillsborough had been asked to participate in the Council, but had declined. <br />The Planning Council will have no statutory function in terms of zoning and <br />etc., but will provide ~ forum for discussion on broad issues. Mr. <br />Gustaveson added that more problems existed in Chapel Hill since most of <br />the population is in Chapel Hill. <br />Commissioner' Willhoit stated that many problems are created because <br />the three planning units are not working together and sharing the same data <br />base or working to develop the same data. <br />Mrs. Josephine Barbour spoke against the proposed Comprehensive <br />Planning Councils. <br />Dr. Gaede asked that the Subcommittee review the agreement to see <br />which Board "took it upon themselves to delete private citizens repre- <br />sentation." <br />Commissioner Gustaveson suggested that the agreement be returned to <br />the subcommittee for consideration. He stated that he felt it was important <br />to have such a council and would bring the proposal back to the Board with' <br />recommendations. <br />The Ccunty Attorney stated that he had reviewed the agreement and did <br />have certain questions. <br />Mr. Gledhill was asked to reduce his questions to writing and then <br />submit them to the Subcommittee on Planning. <br />Commissioner Gustaveson reminded the Board of the Human Services <br />Conference scheduled for October 28 and 29, 1977, at the Chapel Hill High <br />School. <br />Chairman Whined reminded the Board of the Balanced Growth and Economic <br />Development Conference of November 2, 1977, at Orange High School, and is <br />opened to the general public. <br />Neal Evans, Finance Director, was informed that he had been appointed <br />as the Resource Person for the Conference on Balanced Growth and Economic <br />Development. The next meeting of the Planning Committee for this confer- <br />. ence is scheduled for 1:00 p.m., on MOnday, October 24, 1977, in the <br />Agriculture Building in Hillsborough. <br />The meeting was adjourned. <br />~ ~ _. <br />Richard E.
