APPROVED MAY 1.2001 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />October 17, 2000 <br />The Orange County Board of Commissioners met in regular session on Tuesday, October 17, <br />2000 at 7:30 p.m. in the boardroom of the Southern Human Services Center in Chapel Hill, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Margaret W. Brown, Alice M. Gordon, Stephen H. Halkiotis and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager <br />Rod Visser and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING WILL <br />BE KEPT FOR 5 YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Carey asked that the County Commissioners consider adding two appointments, one for <br />the Board of Health and one for the Chapel Hill Planning Board, to the agenda as item 11 - <br />Appointments. <br />PUBLIC CHARGE <br />Chair Carey read the public charge. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda (These matters were considered as the Board <br />addressed the items on the agenda below.) <br />b. Matters not on the Printed Agenda -NONE <br />3. BOARD COMMENTS <br />Commissioner Gordon distributed some material to the County Commissioners on the <br />Transportation Improvement Program from the Metropolitan Planning Organization. She said that <br />the MPO would have public comment periods and also some division meetings. Orange County's <br />division, number 7, will have the hearing on November 28th in Greensboro. She asked that the <br />County Commissioners review the material and give her any feedback on any of the projects. <br />Commissioner Brown asked about the critical issues. Commissioner Gordon said that there <br />were a lot of critical issues such as the overall issue about where the money should be placed. <br />There are also specific projects that either go up or down on the regional priority list. Some of the <br />major questions have to do with the whole process, particularly the role of local governments in <br />decisions concerning approval of the State Transportation Improvement Program (STIP). <br />Commissioner Halkiotis made reference to the small committee meetings and how they have <br />been successful. Specifically, he has seen success with the County website, the County video, the <br />Northern Center, the EDC discussion with Hillsborough, and the successful approval of the small <br />plan by Hillsborough. Now there is the challenge to look at a comparable series of steps to take <br />care of the Old 86 and I-40 development zone. He said that the County Commissioners have spent <br />a lot of time on reviewing and approving subdivisions. He suggested that two County <br />
