support and to help notify original task force members who are not participating to participate in <br />the continuum of care process. He said that this was a mandated requirement by HUD. The IFC <br />feels that with the continuum of care model, private sources may become interested in supporting <br />homeless efforts in Orange County. The IFC would like the Commissioners to help them identify <br />organizations and individuals that might represent the continuum. The IFC wants this to be a <br />complete process. <br />Commissioner Gordon asked who would be notified on the two lists. Chris Moran said <br />that he would be willing to work with our staff in inviting as many people as possible. Since it is <br />community-based, they would also like citizens to serve on the committees. <br />Chris Moran feels it is important for the County Commissioners to send out a letter <br />supporting the idea of reconvening the task force. The IFC feels it would be a much stronger <br />statement coming from the County Commissioners. <br />John Link suggested that the County Commissioners notify the individuals on the list to <br />indicate that the issues will be addressed through the continuum of care process. The letter will <br />explain the process and ask these individuals or the representative organization if they would like <br />to submit someone's name to serve. <br />Commissioner Jacobs asked if this was a permanent board. Chris Moran said that this <br />would be an ongoing process and the IFC would like the members to be permanent. <br />Chair Carey asked who was providing staff support for the committee and Chris Moran <br />said that the IFC would provide the staff support. <br />Commissioner Halkiotis said that he would yield his past service on this task force to <br />Commissioner Brown. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />approve and authorize the Chair to sign the revised resolution as stated below: <br />A RESOLUTION DIRECTING THE SUPPORT OF THE ORANGE COUNTY CONTINUUM OF <br />CARE COMMITTEE AND THE NOTIFICATION OF THE EMERGENCY FAMILY SUPPORT AND <br />SHELTER TASK FORCE TO PARTICIPATE IN THE CONTINUUM OF CARE PROCESS FOR <br />THE PURPOSE OF IDENTIFYING FUTURE REVENUE SOURCES FOR PROJECT <br />HOMESTART <br />WHEREAS, the Inter-Faith Council (IFC) received a $1.7 million dollar Supportive Housing Grant <br />in 1997 from the U. S. Department of Housing and Urban Development for the construction and <br />operation of three transitional housing units, commonly known as Project HomeStart; and <br />WHEREAS, the end of the initial three-year grant period supporting Project HomeStart is <br />approaching on June 30, 2001 and the IFC Board President and Executive Director have <br />expressed concerns regarding future funding for Project HomeStart; and, <br />WHEREAS, informal communication with HUD has indicated that additional funding through <br />March 2002 may be available to extend services beyond the current fiscal year; and, <br />WHEREAS, the IFC Board of Directors has indicated that IFC will not be able to assume full <br />financial responsibility for Project HomeStart after HUD funding has been exhausted; and, <br />WHEREAS, the IFC Board has asked the Board of County Commissioners to reconvene the 1994 <br />Emergency Family Support and Shelter Task Force to identify and discuss possible revenue <br />sources for Project HomeStart operations after March 31, 2002; and, <br />WHEREAS, the IFC Board has asked the Board of County Commissioners to support the <br />Continuum of Care process and to notify the 1994 Emergency Family Support and Shelter <br />Task Force to participate on the Orange County Continuum of Care Committee, and <br />
