Commissioner Brown asked for an explanation of what would happen to the residents <br />who now live in this housing. She would also like to have comments from Tara Fikes. <br />Chair Carey asked for a report from the County Manager on the financial aspects of <br />the plan. <br />Commissioner Jacobs asked how Empowerment, Inc. was factoring Carrboro into the <br />equation. Mark Chilton said that they have invited Carrboro to participate in this project. Carrboro <br />does not have any money in this year's budget for a project like this. He will go back to Carrboro <br />on September 26th to talk further about Carrboro's participation. <br />Commissioner Jacobs asked John Link to speak with Bob Morgan, Carrboro's <br />Manager, about the project and Carrboro's participation. <br />3. BOARD COMMENTS <br />Commissioner Gordon thanked everyone who expressed condolences for the passing of her <br />mother. <br />Commissioner Halkiotis said that he heard on the news this evening some interesting <br />telephone issues, which have resurfaced. It has been 14 years since he testified in front of the <br />State Utilities Commission. He feels it is time to set up a group to look at long distance calling <br />issues in Orange County. He would participate on a committee. <br />Chair Carey said that the effort in the late 1980's was part of a regional movement in Wake <br />and Durham Counties. He wonders if Wake and Durham Counties are being affected by the <br />same types of issues. When dealing with the Utility Commission, it takes several entities working <br />together to get anything accomplished. <br />Commissioner Halkiotis spoke about the hazardous road conditions on NC54 where the <br />traffic comes out of the Stone Quarry. He suggested lower speed limits, speed bumps, etc. <br />Commissioner Jacobs said that he agrees with the public safety in the area where the Stone <br />Quarry is located. He feels that when American Stone comes forth with the Special Use Permit <br />that the Commissioners can require some very specific things. <br />Commissioner Jacobs said that he and Commissioner Halkiotis have worked with <br />Hillsborough on the moratorium on development for new 86 and I-85. It is going to public hearing <br />in Hillsborough next week and to the Hillsborough Board of Commissioners on October 9th. After <br />that, the larger Economic Development District on old 86 between I-85 and I-40 will be addressed. <br />Commissioner Jacobs said that County Engineer Paul Thames would be meeting this <br />Saturday at 4:00 p.m. at Mt. Moriah Church on Buckhorn Road with a group of citizens in the <br />Buckhorn area to talk about water and sewer to that area. <br />Commissioner Halkiotis noted that both the County Attorney and the Town Attorney for <br />Hillsborough have been present in just about all of the sessions for the moratorium on <br />development. <br />Commissioner Brown thanked everyone who had a part in developing the human services <br />forum at the Friday Center. It was a great success. She suggested having a work session on <br />what is being discussed by the state auditor. She supports having a committee to look at <br />telephone services in Orange County. <br />4. COUNTY MANAGER'S REPORT <br />John Link said that he would pursue gathering information on the telephone issue. He will <br />present information to the Board on the current status. He announced that the North Carolina <br />Department of Commerce has awarded the County $400,000 in special housing rehabilitation <br />money to be used in Orange County including Carrboro and Hillsborough. <br />5. RESOLUTIONS/PROCLAMATIONS <br />a. Commendation to Soccer Symposium Task Force <br />The Board considered a resolution commending the Soccer Symposium Task Force. <br />Commissioner Jacobs thanked the task force members for serving on this task force. <br />
