The Health Department is also in the process of setting up a walk-in clinic for October
30th and possibly adrive-through option. There are no additional sources of vaccine, but they
are redistributing it in several ways across the country. There are no confirmed flu cases yet in
North Carolina. They are still emphasizing prevention measures.
Commissioner Gordon asked for clarification on whether long-term health care
facilities rely on the Health Department for their supply, and therefore have not given flu shots
to their residents. Rosemary Summers said that long-term care facilities usually have a
medical contract with a private provider. They either order their own vaccine or order it through
the private provider. The Health Department vaccinates rest homes rather than nursing
homes. The rest homes are on the list and the Health Department is proceeding with these
vaccinations.
Commissioner Gordon said that a private practice could have been unfortunate in their
choice of supplier and she asked if there was any long-term care facility that does not have
enough vaccines. Rosemary Summers said that they have gotten calls from two facilities and
they are trying to determine what kind of distribution the facilities will get in the next round,
which should be in the next week.
Commissioner Gordon said that this does show a problem with the distribution system.
She is surprised at how ad hoc the process has been. Rosemary Summers said that it is a
national problem and will only be solved by a national policy on vaccine manufacturing and
distribution. A local department cannot have much affect on it, other than to raise the issue.
Commissioner Gordon suggested coming up with a resolution to initiate this and send
it on to the State and to the national governments. Rosemary Summers and Commissioner
Halkiotis volunteered to work on this.
Chair Jacobs asked if Rosemary Summers had a chance to talk to other health
departments in other states. Rosemary Summers said that she talked to the North Carolina
State Health Department about the other state programs, and they are not using flu vaccine
from other countries, but only pharmaceuticals. There are many liability issues with vaccine
usage that is not FDA regulated.
Rosemary Summers said that the flu line is updated daily, and the number is 245-
2479. The website is also updated daily on vaccine availability.
Commissioner Halkiotis asked about client groups that are eligible and Rosemary
Summers said children ages 6-23 months and household contacts with that group, adults with
a chronic condition, children on long-term aspirin therapy or with a high-risk chronic condition,
adults over the age of 65, and pregnant women and their household contacts.
5.
