Three Year Scenario to Achieve Equitable Funding with Countywide Tax <br />Five Year Scenario to Achieve Equitable Funding with Countywide Tax <br />Ten Year Scenario to Achieve Equitable Funding with Countywide Tax <br />Hypothetical OCS District Tax (Appendix P) <br />Requires majority vote in referendum; maximum rate of 60 cents per $100 valuation <br />Would take effect fiscal year following vote <br />Board of Commissioners may initiate election; must call for election if school board <br />petitions <br />Would operate simultaneously with CHCCS district tax; assumes CHCCS is "held <br />harmless"; BOCC establishes tax rate annually <br />. One cent on an OCS district tax would generate less than one cent on CHCCS <br />district tax <br />Estimated 2003-04 tax rate needed to generate $1,167 per pupil would have been <br />22.4 cents <br />Hypothetical Tax Rates Necessary to Provide Equal Per Pupil Funding from CHCCS <br />and Possible OCS District Taxes <br />Public Hearing <br />PROCEDURES FOR PUBLIC HEARING: <br />We are glad to have this opportunity to hear from the citizens of Orange County on the <br />potential impacts of a possible school merger and we hope that as many as possible will <br />be able to speak within the time allotted. <br />• CHHS Auditorium will not be available to the general public until 6:30 p.m. <br />• The Public Comment Sign Up will begin at 6:30 p.m. <br />• The Sign up area will have several sign up sheets, as well as informational <br />handouts (please print) <br />- Executive Summary <br />- PowerPoint presentation <br />- Question/Comment Cards <br />• Speakers may only sign-up for themselves, to insure speakers are present. <br />• The maximum speaking time allotted will be 3-minutes/per speaker. <br />• Please: We ask that you do not yield speaking times (in order for the County <br />Commissioners to be able to hear from as many citizens as possible) <br />• In case you do not have the opportunity to speak at the Public Hearing, you are <br />invited and encouraged to fill out and submit the orange question/comment card <br />at the sign up tables. This information will be reviewed by staff/Commissioners <br />and efforts will be made to develop and post responses to the most commonly <br />asked questions. Staff will also prepare a compilation of all the comments <br />received on the orange cards and make this available to the public. <br />• A copy of the September 15 Staff report "An Analysis of Potential Impacts <br />Resulting from a Possible School Merger" is available on the county's website at <br />www.co.orange.nc.us/schoolmerger/index.htm <br />
