~i.
tL
Costs of paving N. C. State Road #1819, 1820, 1821, and 1822.
(For copy of Notice and Preliminary Assessment Resolution,
see page 377 of this book.)
Item 8: The Manager recommends acceptance of bids from A2atarola for
two portable generators to be used in the Countywide communication network.
The Administrative recommendation is to accept the low bid of Motorola for
$8,195 and authorize the Chairman to sign a contract with Motorola. The
contract document has been reviewed and approved by the County Attorney.
Upon motion of Commissioner Gustaveson, seconded by Commissioner
Pinney, it was moved and adopted to accept the County r4anager's recom-
mendation to accept the low bid of Motorola for $8,195.
(For copy of EMS Communications Generator Bids, see page 385
of this book.)
The County Manager ,asked that the Board of Commissioners consider the
approval of the budget amendment necessary to fund this purchase.
Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson
it was moved and adopted to approve the Budget Ordinance Amendment for the
Emergency Medical Service Communication System.
(For copy of Project Ordinance Amendment, see page 385 of this book.)
Chairman T4hitted informed the Board that an item which had been added
to the agenda was in regard to the appointment of someone to the Jury
Commission. Ms. Charlotte Adams had served during the 1975-76 term,
however, her term has expired.
Upon motion of Commissioner Gustaveson, seconded by Commissioner
Willhoit, it was moved and adopted to reappoint Ms. Adams to the Jury
Commission if she is willing to sa serve. The Clerk was instructed to
contact Ms. Adams.
Another item added to the agenda was in regard to a ruling by the
Federal Communication Commission concerning the use of Paging.
The County Manager explained to the Board the ruling which says that
in 1980, the use of one-way radio used as pager will be abandoned. He
stated that the Commissioners are being asked to support efforts of the
EMS Council to amend or modify this ruling by FCC for Orange County.
Commissioner Gustaveson suggested that a letter be directed to NACO
and the North Carolina Association of Counties informing them of this
ruling and request that the ruling be talked about in the Newspaper (NACO)
to learn how other counties feel about this directive to their rescue squads
and EMS systems.
Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney,
,. it was moved and adapted that the Chairman sign a letter to NACO, which will
be prepared by people from the EM5 staff and the County Manager. The letter
will also be sent to the North Carolina Association of Counties.
Commissioner Gustaveson further suggested that copies of the letter
be sent to the State Senators and Representatives.
The County Attorney presented to the Board a Contract between the
County of Orange and Attorney Lunsford Long for IV-D services. Mr. Gledhill
normally represents the County's IV-D Enforcement Program Clients, however,
there is a conflict of interest for one particular client and the County
Attorney request that Mr. Long represent this client, which necessitated
the signing of the Contract.
Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney,
it was moved and adopted that the Chairman sign the Contract with Lunsford
Long.
The Chairman asked the County Attorney to look into the possibility of
a Noise Ordinance and to report his findings to the Board.
The meeting was adjourned.
r
--..... .
Richard E. Whitted, Chair n
Agatha Johnson, Clerk
