,` r; - <br />c; - <br />Chairman Whitted referred to Item 9: The Planning Director will <br />review progress of the various Township Planning Councils. <br />Chairman Whitted recognized Ervin Dobson, Planning Director. Mr. <br />Dobson asked Hal Minis, from the Planning.Staff, to present the Board <br />with an overview of -the status of the Township Advisory Councils. <br />Mr. .Minis presented to the Board a progress report. He stated that <br />the initial Advisory Countil meeting was held in Bingham Township in June. <br />Since that time, Councils have been established in Cheeks, Hillsborough, <br />and Eno Townships, and the initial meetings will have been held in all <br />three remaining townships by Monday, September 26, 1977. In Eno Township, <br />an unusually large list of persons to serve on that Council was 'developed. <br />The Planning Board selected the first twenty names from this list•and then <br />added another six people to better represent the township. <br />Marilyn Riddle, Vice-Chairman of the Planning Board, informed the <br />Commissioners that she felt the members of the Advisory Councils were verb <br />interested in their works and were willing to work to cover a wide range of <br />issues. <br />Mrs. Josephine Barbour stated that the Eno Advisory Council members <br />were told they ceuld elect twenty people only to serve. She added that <br />she wanted to know if the twenty people elected were on the membership <br />list. <br />Ms. Riddle stated that in Eno Township, consideration had to be given <br />to sex and racial balance, and this was the reason an additional six persons <br />were added~ta the membership list. <br />Commissioner Gustaveson pointed out that it is the policy of this <br />Board to move forward with a land use plan for~~the County and to attempt <br />to find ways for citizens' input that would be helpful to good planning. <br />Chairman Whitted stated that the composition of the Advisory Council <br />is left to the Planning Board. <br />Various members of the Advisory Councils from Bingham and Cheeks Town' <br />ship spoke in support of the Councils. Lindsey Tapp stated that the Council <br />in Bingham Township was making progress and is attempting to get the best <br />workable solutien for the future of the different areas. <br />The Planning Director informed the Board that by September 20, 1977, <br />all Township Advisory Councils would have met. <br />Ttem 10 on the Agenda stated that at the September 6th meeting, the <br />Board of Cammisioners agreed to further consider the proposed county-wide <br />subdivision ordinance at the September 20th session. <br />Ervin Dobson informed the Board that the Subdivision Ordinance, which <br />has been working for the last two months, wa.s working smoothly in Chapel <br />Hill and Eno Townships. He added that with the staff in place and with <br />their capabilities, he felt the section of the Ordinance which spoke to <br />minor subdivision plats would work well. He stated further that some <br />problems had been encountered by maintenance agreements, however, these <br />problems woth.ld be worked out. <br />Hal Minis presented to the Board a breakdown of the Subdivision activity <br />in Bingham Township since April of 1976 to June of 1977. The presentation <br />showed that 204 lots had been recorded an 632 acres, to make up the 15 sub- <br />divisions in Bingham Township during the past year. <br />The Chairman referred to Item 3: Appointments <br />C. The West Orange Fire Department has recommended P4r. George T9hitted <br />and Mr. Walter McDade be named as TRUStees of the Firemens' Relief Fund. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />it was moved and adopted to name George T~hitted and Walter McDade as Trustees <br />of the Firemens' Relief Fund for the West Orange Fire Department. <br />D. The Orange County Youth Council recommends Norman Cannada be named <br />to replace Craig Leonard on the Recreation Advisory Committee. <br />Upon motion of Commissioner Gustaveson, seconded by Commissions Pinney, <br />it was moved and adopted that Norman Cannada be named as the Youth Council's <br />representative to the Recreaticn Advisory Committee. <br />
