t4 F.1 <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Willhoit, it was moved and adopted that tie Chairman forward a letter <br />to Governor Hunt expressing the Board's concerns over the decision made <br />and the way the County representatives were received in High Point. <br />Chairman Whitted referred to Item 7: Representatives of the State <br />Office of Civil Preparedness will present a brief program concerning housing <br />of the civilian population in a time of national emergency. <br />The Chairman recognized Burch Compton, County Civil Preparedness <br />Coordinator. Mr. Compton introduced to the Board A2essrs. Dan Isom, Tom <br />Lamar, and Art Lamson, planners fxom the State Office of Civil Preparedness <br />in Raleigh. Mz. Isom presented to those present a slide presentation of <br />the Civil Defense Program in this Country as apposed to the Civil Defense <br />Program in the Soviet Union. This presentation pointed out that the United <br />States is behind the Soviet Union in being prepared for a nuclear attack. <br />Mr. Isom stated Orange County has adopted an In-place Shelter Plan, which <br />tells citizens of the County where to go and what to do to protect them- <br />selves from fallout in case of a nuclear attack. He stated that there are <br />400 identifiable high rist areas in the U.S. and 13 of those areas are <br />located in North Carolina. Most of the areas are in or around military <br />installation or industrial sites. He added that the Research Triangle Park <br />was such an area in this region. <br />A question and answer period ensued. Commissioner rustaveson asked if <br />Orange County had a plan or program in case of a natural disaster, such as <br />a tornado? <br />Mr. Isom stated that most of the same facilities would be used in <br />case of a natural disaster. <br />Burch Compton stated that Orange County has always had a plan in case <br />of a natural disaster and that the new EMS System would be worked into <br />that plan. <br />The Chairman expressed his appreciation to Mr. Isom and others from <br />his organization far attending the meeting. <br />Item 3-B: Appointments <br />Terms of office of the original appointees to the Council on the <br />Status of Momen have expired. <br />Chairman Whitted recognized Ms. Nancy Park, Coordinator for the <br />Commission and Susie Trevino, Chairman of the Commission for P7omen. f?s. <br />Park informed the Board the bylaws for the Commission had been presented <br />to the County Attorney for his review. <br />The County Attorney stated that he felt the bylaws were in proper <br />legal form. <br />The Chairman stated that the two issues of discussion are the composi- <br />tion of the bylaws and the makeup of the Board. P?r. Whitted stated that <br />it was him impression that the Commission on the Status of t9omen did have <br />a "limited life" and was not a premanent Commission. and since this is <br />their status, he felt the terms of office should not be a matter of concern. <br />Commissioner Gustaveson stated that he concern was the age group of <br />the Commission members and proper representation from all areas of the <br />County. He added that it should be taken into consideration those original <br />Commission members who wished to continue serving on the Council. <br />Ms. Trevino stated that the Commission had taken into consideration <br />the women in the County who were overcommitted, and had attempted tv chose <br />representatives who did have the time to serve. <br />Discussion ensued concerning the membership of the Commission for <br />Women. Commissioner Gustaveson reviewed with the Coordinator and Chairman <br />of the Commission, the official vacancies which exist on the Commission. <br />He them moved that Jackie Pulley from Cedar Grove Township, Sarah Ridenbaugh <br />from Hillsborough Township, Arthrell Saunders from Little River Township <br />and Carolean Craig from Chapel Hill Township be appointed to fill four of <br />vacancies, and that Mary Jane Burns and Debbie Lee, summer replacements, be <br />official appointed to the Commission for T9omen. <br />
