,.. r. <br />e:: i <br />IdINUTES <br />ORANGE COUNTY BOARD OF COMPIISSIONERS <br />SEPTEP'1BER 20, 1977 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, September 20, 1977, at 7:30 p.m., in the Commissioners' Room of <br />the Courthouse in Hillsborough. <br />Present were Chairman Richard t~7f-iitted, Commissioners Norman Gustaveson, <br />Jan Pinney, Norman Tn7alker and Donald taillhoit. <br />Staff personnel present were S. M. Gattis, County Manager, Neal Evans, <br />Finance Director, and Agatha Johnson, Clerk to the Board. Goeffrey <br />Gledhill, County Attorney, was alsa present. <br />Chairman tVhitted called the meeting to order and referred to Item 1 on <br />the Agenda: Persons not on this agenda having business to transact with the <br />Board of Commissioners should make their presence known at this time. <br />Mr. Bernice Clements informed the Board that he would like to present <br />to the Commissioners a road petition to have the road an which he lives <br />added to the State maintenance system. <br />I1rs. Josephine Barbour asked that the Commissioners discuss the Eno <br />River Advisory Councils membership. <br />The County I2anager stated that the Board needed to consider an appoint- <br />ment to the Jury Commission since the term of Mrs. Charlotte Adams expired <br />July 1, 1977. <br />Chairman Whitted asked the Board to hear from Mr. Clements at this <br />time. Mr. Clements requested the Board to forward to the District Engineer's <br />Office in Graham a petition signed by property owners on Ccol Spring Road <br />in Chapel Hill Township. The road is located off of State Road 1712. '"he <br />request from residents on the road is that it be added to the State System. <br />Upon motien of Commissioner [9alker, seconded by Commissioner Pinney, <br />it was moved and adapted to forward the petition for residents of Cool <br />Spring Road to Mr. Sam ,zones in Graham. <br />Commissioner Gustaveson asked that the recent ruling of the FCC regard- <br />ing the use of paging be added to the agenda. <br />Item 2: Minutes of the Board meeting held on September 6, 1977. <br />The minutes of September 6, 1977 were reviewed and upon motion of <br />Commissioner Gustaveson, seconded by Commissioner Pinney, the minutes were <br />adopted. <br />Chairman ?shitted then moved to Item 11: Review status of Interstate <br />40 route as approved by the North Carolina Department of Transportation <br />at its September 9th meeting. <br />The Chairman recognized B. B. Olive, Coordinator of the Coalition in <br />opposition to I-40. <br />P1r. Olive informed the Baord that Pers. Josephine Barbour had requested <br />to be heard at the public hearing in High Point of September 9, 1977 and <br />was also refused permission to speak. He stated that the decision was <br />made at the September 9th meeting without any of the Board members knoca- <br />ing of the implementations of I-40 to Orange County. He stated that no <br />one from Orange County had been allowed to sneak to the Board of Governors <br />itself, but only to planning engineers. Ms. Olive suggested that the <br />Orange County Board of Commissioners reaffirm their position to oppose the <br />T-B Alternate through Orange County. That it is important that Orange <br />County be heard before the Board of Governors. <br />Chairman t~stlitted stated that he was in the process of preparing a <br />letter to Governor Hunt requesting that the decision made on September 9 <br />be reconsidered and that a public hearing regarding the decision be re- <br />scheduled in Orange County and the County Commissioners be given time on <br />the agenda for a presentation. <br />
