I ~'~ <br />cS 4' J <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Walker, it was moved and adopted to approve the Resolution indicating <br />the Board's intent to join with other counties in Region J to develop <br />and implement a Plan for the effective control of individual waste <br />disposal system upon the condition that the resolution is approved by <br />the County Board of Health at their next meeting. <br />Chairman Whitted will sign the Resolution after the Board of Health <br />approves the resolution. (See page 366 of this Book). <br />The County Attorney informed the Board that the item added to the <br />agenda upon the request of Mr. Ross involves the likelihood of Orange <br />County being involved in litigation regarding the inspection of mobile <br />homes. This discussion should take place in executive session. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to reconvene following lunch into <br />executive session. <br />a <br />Following lunch, an executive session ensued. <br />Chairman Whitted referred to Item 8-B on the Agenda: The Berard of <br />Commissioners should consider a resolution either endorsing, rejecting <br />or modifying the secondary road plan submitted by the Department of Trans- <br />portation. <br />Chairman Whitted recognized Mr. John Watkins, Division Engineer, and <br />Sam Jones, District Engineer, with the Department of Transportation. <br />Chairman.Whitted stated that the Board had reviewed the 1977-1978 <br />Second-ry Roads Improvement.Plan, and a public hearing was held on August <br />17, 1977. The Chairman stated that earlier in the meeting, a citizen from <br />State Road 1368 (Will Loop Road) had presented a petition to the Board to <br />be forwarded to the Department of Transportation. Mr. Whitted presented <br />the petition to Mr. Janes, <br />Mr. Whitted stated that prior discussions regarding the Secondary <br />Roads Program had been regarding the new policy for raking dead-end roads, <br />the possibility of improving other areas of Old 86, instead of the recom- <br />mended .06 mile, or the possibility of using the monies allocated for <br />Old 86 for the paving of other dirt roads in the County, namely Lawrency <br />Road. <br />Discussion ensued regarding various problems on Old 86. Mr. Whitted <br />spoke of a problem at the Prison Camp Raod which is felt by many citizens <br />to be a dangerous intersection. <br />Mr, Watkins stated that moderate improvements would be made to this <br />area with safety features installed. <br />Commissioner Gustaveson asked if the Board could hold up on approving <br />the 1977-78 Road program until a clarification is provided regarding the <br />point system. <br />Mr, Watkins stated that the point system had been approved by the <br />Transportation Board, and that any change to be made would take place <br />next year. <br />Further discussion ensued. The Commissioners emphasized to I~?r. Watkins <br />and Mr. Jones their dissatification with the new policy for rating dead <br />end roads. <br />Commissioner Pinney moved that the 1977-7$ Secondary Roads Improve- <br />ment Plan be adopted. Commissioner Walker seconded the motion. <br />Commissioner Gustaveson asked that the motion be amended and that <br />Linden Road (State Road 1566) be moved from the number two position to <br />number six position. Priority numbers four, five and six will then be <br />shifted forward one position. Commissioner Willhoit seconded the amended <br />motion, <br />Commissioner Walker withdrew his second to the original motion, and <br />the Chairman declared Commissioner Pinney's motion died for lack of a second <br />
