I ~'~ cS 4' J Upon motion of Commissioner Gustaveson, seconded by Commissioner Walker, it was moved and adopted to approve the Resolution indicating the Board's intent to join with other counties in Region J to develop and implement a Plan for the effective control of individual waste disposal system upon the condition that the resolution is approved by the County Board of Health at their next meeting. Chairman Whitted will sign the Resolution after the Board of Health approves the resolution. (See page 366 of this Book). The County Attorney informed the Board that the item added to the agenda upon the request of Mr. Ross involves the likelihood of Orange County being involved in litigation regarding the inspection of mobile homes. This discussion should take place in executive session. Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney, it was moved and adopted to reconvene following lunch into executive session. a Following lunch, an executive session ensued. Chairman Whitted referred to Item 8-B on the Agenda: The Berard of Commissioners should consider a resolution either endorsing, rejecting or modifying the secondary road plan submitted by the Department of Trans- portation. Chairman Whitted recognized Mr. John Watkins, Division Engineer, and Sam Jones, District Engineer, with the Department of Transportation. Chairman.Whitted stated that the Board had reviewed the 1977-1978 Second-ry Roads Improvement.Plan, and a public hearing was held on August 17, 1977. The Chairman stated that earlier in the meeting, a citizen from State Road 1368 (Will Loop Road) had presented a petition to the Board to be forwarded to the Department of Transportation. Mr. Whitted presented the petition to Mr. Janes, Mr. Whitted stated that prior discussions regarding the Secondary Roads Program had been regarding the new policy for raking dead-end roads, the possibility of improving other areas of Old 86, instead of the recom- mended .06 mile, or the possibility of using the monies allocated for Old 86 for the paving of other dirt roads in the County, namely Lawrency Road. Discussion ensued regarding various problems on Old 86. Mr. Whitted spoke of a problem at the Prison Camp Raod which is felt by many citizens to be a dangerous intersection. Mr, Watkins stated that moderate improvements would be made to this area with safety features installed. Commissioner Gustaveson asked if the Board could hold up on approving the 1977-78 Road program until a clarification is provided regarding the point system. Mr, Watkins stated that the point system had been approved by the Transportation Board, and that any change to be made would take place next year. Further discussion ensued. The Commissioners emphasized to I~?r. Watkins and Mr. Jones their dissatification with the new policy for rating dead end roads. Commissioner Pinney moved that the 1977-7$ Secondary Roads Improve- ment Plan be adopted. Commissioner Walker seconded the motion. Commissioner Gustaveson asked that the motion be amended and that Linden Road (State Road 1566) be moved from the number two position to number six position. Priority numbers four, five and six will then be shifted forward one position. Commissioner Willhoit seconded the amended motion, Commissioner Walker withdrew his second to the original motion, and the Chairman declared Commissioner Pinney's motion died for lack of a second
