~A f. <br />el ~ <br />It was pointed out to Mr. Gledhil'1 that a petition needed to be drawn <br />to meet the November 1st deadline for paving in the Morgan Creek Hills <br />area. <br />Mrs. Stewart Barbour asked if the $7,000 left over from the Colonial <br />Hills paving project could be used for paving.of dirt roads in the Efland- <br />Cheeks Community? <br />The Chairman informed Mrs. Barbour that citizens of the area would ~~~ <br />have to be assessed and some citizens in the area are not financially <br />able to pay their assessment for the paving. Also, a participation of <br />75 percent is needed and this is not available. <br />Chairman Whitted referred to Item 11: The Manager recommends the <br />Board of Commissioners request Southern Bell Telephone, Mebane Home <br />Telephone and Centel make 911 emergency telephone service available in <br />Orange County by January 1, 1978. <br />The Chairman stated that after several meetings with Southern Be11 <br />officials, the County and the other municipalities must elect to use <br />either a 911 emergency number or a 411 directory assistance number for <br />the EMS System in the County. The Towns of Chapel Hill and Carrboro <br />have elected to use the 911 emergency number. <br />Upon motion of Commissioner Willhoit, seconded by Commissioner <br />Gustaveson, it was moved and adopted to accept the 911 emergency number <br />to be effected January 1, 1978. <br />Ttem 12: The Chairman will review a memorandum concerning non urban <br />waste water disposal. A resolution indicating Orange County's intent to <br />join with other counties in Region J to develop and implement a plan for <br />non-urban waste water disposal was presented for the Board's approval. <br />Chairman Whitted informed the Board of a meeting he had attended of <br />the 208 Steering Committee, and at this meeting the Triangle J Council of <br />Governments had endorsed a study of Individual Non-Urban Wastewater Treat- <br />ment and Management Alternatives and to support an application to the <br />Environmental Protection Agency for funds to conduct the study. <br />On a problem this study will speak to is that of pollution caused <br />by septic tanks and non point sour es of pollutions. Money will also <br />be available for demonstration projects. <br />Local match will be in the form of in-kind match and using the time <br />of local sanitarians. This matter will be taken under consideration by <br />the Health Board at their next meeting. <br />Commissioner Gustaveson stated that his concern was how this proposed <br />study would fit into the Wiggins-Rimer Study which is now underway. He <br />added that he felt there were some major gaps in the County's program that <br />should be considered in terms of materials which will be needed in dealing <br />with the new septic tanks regulations, effective July 1, 1977. <br />The County Manager stated that Mr. Reynolds, 208 Project Director, is <br />aware of the Wiggins-Rimer Study. He added that the two were not over- <br />lapping, but would compliment each other. <br />Commissioner Willhoit stated that he did not find in the proposal any <br />alternatives. He asked if the County did participate in the study, could <br />it be limited to Chapel Hill and Eno Townships. He pointed out one area <br />of the proposal which he had problems was with regard to the alternatives <br />of the sanitarians to approve or disapprove a building site. He stated that <br />without subdivision regulations, a subdivision could be created in poor <br />sails. Trying some of the alternative means on an experimental condition <br />could provide no control over the extent this could happen. - <br />Chairman Whitted stated that he had also raised this question and <br />was informed that demonstration projects would be carried on for five <br />years and not for the one year time of the study. <br />Further discussion ensued. Chairman Whitted stated that he felt the <br />study would speak to some of the specific problems pointed out in the 208 <br />Report. <br />
