6; ~_' ' <br />L v v <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />it was moved and adopted to approve the employment of Jerry R. Robinson as <br />the Local Health Administrator III, at Grade 77, Step 6. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to express to the Orange County Board <br />of Health a vote of thanks for the tremendous undertaking in the task of <br />hiring a Health Administrator. <br />Chairman Whitted referred to Item 2 on the Agenda: Minutes of the <br />Board meeting held August 16th, 17th, and 29th. <br />The Minutes of August 16, 1977 were reviewed and certain changes <br />were indicated. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />it was moved and adapted to approve the minutes of August 16, 1977. <br />The minutes of August 17, 1977 were zeviewed and upon motion of <br />Commissioner Gustaveson, seconded by Commissioner Whitted, the August 17, <br />1977 minutes were approved. <br />The minutes of August 29, 1977 were reviewed and certain changes were <br />indicated. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />it was moved and adopted to approve the minutes of August 29, 1977. <br />The Commissioners briefly discussed the scheduled public hearing of <br />October 4, 1977, regarding Chapel Hill's extraterritorial jurisdiction <br />request. This meeting is scheduled for 7:30 p.m., in the Cultural Arts <br />Building of the Chapel Hill Senior High School. <br />Chairman Whitted referred to Item 6: The Durham-Orange Employment <br />Training Council has advised the Manager that Orange County has been <br />awarded $22,500 in additional Title VI (CETA) funds. <br />Chairman Whitted stated that a review had been made of the CETA <br />requests and also the request of Gloria [n7illiams from the JOCCA staff <br />for work crews for the weatherization program. <br />The County Manager stated that additional requests have been received <br />from the Chapel Hill-Cafrboro and the Orange County School Boards for a <br />coordinator to implement the Community School Act. There are also un- <br />filled requests from the Towns of Chapel Hill, Carrboro and Hillsborough <br />and the Board of Social Services. <br />Discussion ensued among members of the Board regarding the Weather- <br />ization Program of Joint Orange Chatham Community Action. <br />Chairman Whitted then recognized Gloria Williams, a representative of <br />JOCCA. Ms. Williams repeated a request made last month for CETA positions <br />to implement a weatherization program in Orange County. She presented to <br />the Board a summary sheet of how JOCCA expected to use the $22,500 in CRTA <br />funds. Two crews, one with supervisory and one workman, and one with <br />supervisory and two workmen would be hired to weatherize 40 to 50 homes <br />in the County. Ms. Williams informed the Board that new monies amounting <br />to $475,000 would be coming into the State. This money is earmarked for <br />the handicapped and the elderly. She spoke of attier monies which will be <br />coming into Orange County. The County Manager informed the Board of <br />extra $7,500 CETA monies. <br />Marvin Silver, a member of the JOCCA Board spoke in favor the the <br />JOCCA request and at the same time urged the Commissioners to consider <br />the request 4f the Schools to conduct the Community School Program. <br />Commissioner Pinney moved that the entire sum of CETA funds, approxi- <br />mately $30,000, be used for the hiring of work crews for the weatherization <br />program of JOCCA. Commissioner Willhoit seconded the motion and discus- <br />sion ensued. <br />Commissioner Gustaveson suggested that the Board hold off approving <br />the additional $7,500 to JOCCA until additional information is received <br />from the schools. Further discussion ensued. <br />Chairman Whitted stated that he felt JOCCA had no other alternative <br />for receiving funds. <br />
