ti ~ : .J <br />Chairman Whitted referred to the County's Human Services Conference <br />to take place the latter of October. He asked Commissioner Gustaveson to <br />schedule the initial meeting of the Planning Committee for this conference. <br />The Chairman then referred to a letter he had received from Ronald <br />Aycock regarding House Bill 658 (File and Use Insurance Rates.) <br />Upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved and adopted that this item be tabled. Commissioner C,ustavesan <br />voted nay to this motion. <br />The Clerk was instructed to write Mr. Aycock and ask that this item <br />be deferred to the next legislative conference. <br />Chairman Whitted informed the Board that a Water Allocation Committee <br />had been established with the exception of an appointee from the Town of <br />Hillsborough and the appointment of a County Commissioner. <br />Upon motion of Commissioner Walker, seconded by Commissioner Pinney, <br />it was moved and adopted that Chairman Whitted serve as the Commissioner's <br />appointee to the Water Allocation Committee. <br />Chairman Whitted recognized Mayor Fred S. Gates, Mayor of the Town of <br />Hillsborough, who requested to address the Board. <br />Mayor Gates stated that he was at a lass as to what the Board is <br />attempting to do with a Water Allocation Committee. <br />The Chairman to the Board explained that the Committee and County <br />needed to decide how far down the Lake should be drawn, depending an situa- <br />tions, and still. provide back up to the Town of Hillsborough. Since there <br />are certain demands on the water from Lake Orange, the County needs to <br />establish an allacation of the users on the system. The Committee needs <br />to look at Lake Orange, the upper Ena, Seven Mile Creek, McGowan Creek and <br />all tributories.- <br />Mayor Cates stated that he concern is the fact that the water which <br />comes down the river had already been allocated according to the agreement <br />with Orange Water-Sewer Authority and the Town of Hillsborough. The agree- <br />ment states that all surplus water goes to..OWASA. <br />Chairman Whitted stated the agreement the County signed with OWASA <br />stated that the agreement would be reviewed March 1, 1978, adn this is a <br />purpose of the Water Allocation Committee. To be prepared next year for <br />drought conditions, should they exist. The Allocation Committee will esta- <br />blish guidelines and criteria for allocating water from Lake Orange. <br />The County Attorney stated that in respect to the agreement between <br />OWASA and the Town of Hillsborough, the County was not a party to that <br />agreement and is in a position to act independent of that agreement. <br />Chairman Whitted urged Mayor Gates to appoint some member of his Town <br />Board to serve on the Water Allocation Committee. <br />Mayor Cates stated that he hoped the Town Board would not agree to <br />participate on this committee. <br />September 20, 1977 was scheduled as the date for the public hearing <br />for the Road Assessment Program in the Colonial Hills Subdivision. <br />The meeting was then adjourned. <br />Richard E. it ed, Chairman <br />Agatha Johnson, Clerk <br />
