ti ~ : .J Chairman Whitted referred to the County's Human Services Conference to take place the latter of October. He asked Commissioner Gustaveson to schedule the initial meeting of the Planning Committee for this conference. The Chairman then referred to a letter he had received from Ronald Aycock regarding House Bill 658 (File and Use Insurance Rates.) Upon motion of Commissioner Pinney, seconded by Commissioner Walker, it was moved and adopted that this item be tabled. Commissioner C,ustavesan voted nay to this motion. The Clerk was instructed to write Mr. Aycock and ask that this item be deferred to the next legislative conference. Chairman Whitted informed the Board that a Water Allocation Committee had been established with the exception of an appointee from the Town of Hillsborough and the appointment of a County Commissioner. Upon motion of Commissioner Walker, seconded by Commissioner Pinney, it was moved and adopted that Chairman Whitted serve as the Commissioner's appointee to the Water Allocation Committee. Chairman Whitted recognized Mayor Fred S. Gates, Mayor of the Town of Hillsborough, who requested to address the Board. Mayor Gates stated that he was at a lass as to what the Board is attempting to do with a Water Allocation Committee. The Chairman to the Board explained that the Committee and County needed to decide how far down the Lake should be drawn, depending an situa- tions, and still. provide back up to the Town of Hillsborough. Since there are certain demands on the water from Lake Orange, the County needs to establish an allacation of the users on the system. The Committee needs to look at Lake Orange, the upper Ena, Seven Mile Creek, McGowan Creek and all tributories.- Mayor Cates stated that he concern is the fact that the water which comes down the river had already been allocated according to the agreement with Orange Water-Sewer Authority and the Town of Hillsborough. The agree- ment states that all surplus water goes to..OWASA. Chairman Whitted stated the agreement the County signed with OWASA stated that the agreement would be reviewed March 1, 1978, adn this is a purpose of the Water Allocation Committee. To be prepared next year for drought conditions, should they exist. The Allocation Committee will esta- blish guidelines and criteria for allocating water from Lake Orange. The County Attorney stated that in respect to the agreement between OWASA and the Town of Hillsborough, the County was not a party to that agreement and is in a position to act independent of that agreement. Chairman Whitted urged Mayor Gates to appoint some member of his Town Board to serve on the Water Allocation Committee. Mayor Cates stated that he hoped the Town Board would not agree to participate on this committee. September 20, 1977 was scheduled as the date for the public hearing for the Road Assessment Program in the Colonial Hills Subdivision. The meeting was then adjourned.
