V' ~-' FJ <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the Chairman sign the Mainten- <br />ance Agreement of Woods Brothers Incorporated. <br />Hal Minis was requested to present to the Board a progress report of <br />the Township Advisory Councils. He stated that a third meeting in Bingham <br />Township had been held on August 18, and officers were elected. The <br />initial Council Meeting in Hillsborough Township had taken place September <br />1, 1977. A discussion of the extraterritorial jurisdiction was the <br />primary topic. <br />Other September meeting scheduled are: <br />September 8, 1977 - Eno Township, September 13, 1977 - Cheeks <br />Township, September 15, 1977 - the Fourth Bingham Township meeting, <br />September 20, 1977 - Cedar Grove Township first meeting, September 22, <br />1977 -- Little River's first township meeting and September 26, 1977 - <br />Chapel Hi11's first township meeting. <br />The Board tentatively scheduled September 14th as a meeting of the <br />Subcommittee on Planning. <br />- Item 20: The Manager will review an oral report he has received from <br />engineers concerning raising the level of the Lake Orange Dam spillway <br />one foot. <br />_. Mr. Gattis stated that he had talked with Mr. McAdams, an engineer, <br />and Mr. McAdams will make an analysis of what needs to be done. He esti- <br />mates the cost of the project will be less than $10,000. Raising the level <br />of the spillway will increase the flaw of water approximately 50 million <br />gallons. <br />Chairman Whitted referred to an agenda item added to the agenda regard- <br />ing the Health System Agency. He stated that he had received a letter from <br />Mr. Stockbridge informing him of a consumer vacancy on the HSA Board. <br />The County Manager was requested to proceed with a public notice of this <br />vacancy. Nominations should be forwarded to the Nomination Committee at <br />the Health System Agency Office in Durham. <br />Chairman Whitted referred to the item requested by Commissioner <br />Gustaveson to be added to the ageeda regarding letters of appreciation <br />concerning the events which took place in the Cheeks Community. <br />Mr. Gustaveson suggested that letters of appreciation be sent to the <br />Human Relations Commission in Raleigh and the Department of Administration. <br />A letter should also be sent to the Orange County 'Sheriff recognizing the <br />Sheriff and his staff far their patience and wise leadership during this <br />critical time. <br />Commissioner Gustaveson then moved that the Board of Commissioner <br />extend to Chairman i4hitted a vote of thanks for his leadership and the <br />role he played in the situation. <br />Commissioner Willhoit seconded the motion. All members of the Board <br />voted aye and the motion was declared passed. <br />The next item for discussion was regarding I-4D. <br />Commissioner Gustaveson stated that he felt it was time to gather the <br />coalition and begin to move on some action this Board, the Town of Chapel <br />Hill and other groups see fit to use. <br />Doug Hargraves from the County Attorney's office stated that he had <br />attended a meeting of the Department of Trans.partation's Planning Board <br />earlier today and the Board had recommended that the 1-B Alternate be chosen <br />Tuesday, September 13, 1977, at 12:00 Noon, K & W Cafeteria at the <br />University Mall in. Chapel Hill was scheduled as the time and place of the <br />meeting to discuss I-40. <br />Chairman Whitted referred to the Humanities Conference being sponsored <br />by the Chapel Hill-Carrboro school Board, September 24 and 25, 1977. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved and adopted that Commissioner Willhoit be the Commissioner's <br />appointee to this conference. <br />
