el v _. <br />MINUTES <br />ORANrR COUrT`_['Y BOARD OF COR'~]"!ISSTONERS <br />AU~US'_?' 29, 1977 <br />The Orange County Board of Commissioners met jointly with the nranae <br />County Planning Boars? on Monday, P.ugust 29, 1977, at 7:3~ p.rm., for a <br />quarterly public hearing. 'T'he meeting was held in the Superior Courtroom <br />of the Courthouse in Hillsborough. <br />Commissioners present were Norman Tlalker, Jan Pinney and Donald.T7illhoit. <br />Commissioners absent were Richard T+lhitted and rTOrman ~ustaveson. <br />Flapping Board members present were Chairman nr. Robert Bonar, members' <br />Pat Crawford, Col. T^lillvam Breeze, Paul dates, Andrew Dobelstein, .Tean <br />Anderson, Hazel Lunsford, John Scarlett, Ast Cleary, and Lindsay Ffland. <br />Staff personnel present were S. ?'~?. Mattis, County *4anager, Irvin Dobson, <br />Planning Director, Eddie Kirk, from the Planning Department and P.rratha <br />Johnson, Clerk to the Board. Jeffrey Gledhill, County Attorney was also <br />present. <br />In the absence of Chairman Richard Plhitted, Commissioner TTorman T^lalker <br />called the meeting to order. Mr. T^lalker turner? the meeting over to <br />Chairman Bonar, who presided. <br />Dr. Bonar states? that the person making the rezoning request would be <br />heard from first and then persons wishing to speak in favor of the proposal <br />would. be Given an opportunity to speak. Anyone opposing the rezoning re- <br />truest would be heart? from next. The person making the rec?uest would. be <br />given a final opportunity to speak and to answer any questions raised.. ]Te <br />stated that no decisions would be made tonia_ht. The requests will be con- <br />sidered by the Planning Board at their next regular meeting and the Board <br />will make a recommendation to the County Commissioners, who will make the <br />final decision. <br />Dr. Bonar referred to Item 1 on the agenda: Raymond T.+lilliams - Rezoning <br />request to general Commercial from Residential. This one acre lot is <br />located at Blackwood Station on N. C. 86. <br />Mr. T4i11iams stated that he wanted to operate a body shop on the one <br />acre tract of land at Blackwood Station. xe had purchasecT the land with <br />the understanding that the land would he used for future commercial pur- <br />poses. He stated that he had applied for rezoning one Year ago, and at <br />that time, the Planning Board had unanimously approved the request, however, <br />the County Commissioners did not approve the rezoning request. <br />The one acre lot is adjoined by a 22 acre parcel of commercially zoned <br />land, a Bar-B-c?ue business, a grocery store, mobile home parks anc~ across <br />the road is located a graveyard. <br />The Planning Staff presented maps of the area under discussion. TTr. <br />Kirk stated that those businesses which are allowed in.a general commercial <br />zoned area should be that which provides for general business uses adjacent <br />to main highways, such as outdoor storage, commercial uses, outdoor food <br />services establishments, automobile service stations, anr? repair Garages, <br />laundries, and other customary commercial uses. <br />Dr. Bonar asked if anyone would like to speak in favor of the rezoning <br />request of Mr. i^Iilliams, No one came forth. <br />Dr. Bonar asked if anyone would like to speak in opposition to the <br />request. No one came forth. <br />l+x'. Kix'k read the minutes of the Planning Board dated September 34, 1976, <br />which stated the original request of T^s. T7i11iams was unanimously approved. <br />by the Planning Board. <br />The October 4, 1977 County Commissioners' minutes were reviewed. The <br />minutes stated that the rezoning request was denied because it is not con- <br />sistent with the Orange County Zoning Plan. <br />
