He said that the plans show the possible residential <br /> and office component to be within 1,000 feet of the interstate. He said that there is research <br /> available pertaining to air quality impacts and noise impacts of human beings living and <br /> working in close proximity to interstates. He said that the update to the comprehensive plan <br /> could bring about a very different approach to the EDDs and a different perspective about the <br /> kind of economy that is wanted in Orange County. He asked about the Board's latitude in <br /> postponing consideration of the project. <br /> b. Proclamations/ Resolutions/ Special Presentations <br /> a. Affordable Housing Performance Report <br /> The Board received the Annual Affordable Housing Performance Report from the <br /> Orange County Affordable Housing Advisory Board. <br /> AHAB Chair Artie Franklin distributed the 2008 calendar and said that the calendar <br /> serves as the annual performance report for fiscal year 2006-2007. He said that Orange <br /> County spent approximately $564,000 of federal, state, and local funds to facilitate provision of <br /> housing for approximately 45 households. Other highlights of the calendar include pertinent <br /> legislative information regarding housing matters, information regarding the Northern Fairview <br /> Initiative, and the work of USDA Rural Development. <br /> Chair Jacobs asked that calendars be made available at the libraries. <br /> b. ABC Board Report <br /> The Board received a report on ABC operations in Orange County from ABC Board <br /> Chair Thomas Heffner and Dan Sykes, General Manager for ABC in Orange County. <br /> Thomas Heffner summarized the abstract. The biggest accomplishment has been the <br /> renovation of the Village Plaza ABC Store. This store will reopen in the next month and a half. <br /> Profits of over$640,000 have been distributed over the last fiscal year- $96,000 to the school <br /> systems; $93,000 to the Sheriff's Department and Chapel Hill Police Department; and <br /> $451,000 to the Orange County General Fund. The ABC Board also paid an additional <br /> $71,000 for retired employee health benefits. The ABC Board has submitted a new plan for <br /> distribution of income. One of the main thrusts continues to be intolerance of underage <br /> drinking and improvement of existing facilities. <br /> Commissioner Carey arrived at 7:54 pm. <br /> Chair Jacobs asked if the ABC Board works with Economic Development or Planning <br /> when locating a store and Thomas Heffner said that they do work with the Economic <br /> Development office, and one of their challenges is finding retail space that they can afford. <br /> Chair Jacobs asked about the Hillsborough store and Thomas Heffner said that the potential <br /> location is the shopping center across from Bojangles. <br /> Chair Jacobs asked about the Meadowmont store and Thomas Heffner said that sales <br /> have improved there, but the store is still not profitable. <br /> c. Resolution of Approval — Conservation Easement for the Breeze Farm <br /> The Board considered a resolution to approve the purchase of and acceptance by <br /> Orange County of an agricultural conservation easement for the Breeze family farm and <br />
