The Board agreed to this friendly amendment to the motion. <br /> Ray Dubose said that this was discussed at one of the meetings, and UNC does not <br /> like that phrase to exclude third parties in this particular document. He said that the document <br /> needs to be general, and the University needs the opportunity to explore a third party if <br /> needed. <br /> Chair Jacobs said that the County Commissioners do not want a situation where the <br /> University is subcontracted with a third party without the County's consent. Ray Dubose said <br /> that this is not the intent. There was agreement. <br /> Gwen Harvey said that the interest is in keeping the flexibility within the MOU, given <br /> that the Board and the University would both be deciding on anything that is particular in the <br /> final agreement. <br /> Commissioner Nelson made reference to carbon credits and said that these should be <br /> credited to Orange County because the County has a fiduciary responsibility to its citizens to <br /> maximize the profit out of this. He wants to take a hard approach in dealing with the University <br /> on this because this is real money and he does not want to give it away.
