He suggested adopting either one or both of the resolutions. Resolution Recognizing and Honoring Dr. Phail Wynn <br />The Board considered a resolution recognizing Dr. Phail Wynn, retiring President of <br />Durham Technical Community College, for service to Orange County and the local community. <br />A motion was made by Commissioner Carey, seconded by Commissioner Foushee to <br />approve a resolution recognizing Dr. Phail Wynn, retiring President of Durham Technical <br />Community College, for service to Orange County and the local community. <br />Commissioner Carey read the resolution. <br />RESOLUTION RECOGNIZING AND HONORING <br />DOCTOR PHAIL WYNN <br />WHEREAS, Dr. Phail Wynn was appointed president of Durham Technical Institute, now <br />Durham Technical Community College, in 1980; and <br />WHEREAS, he was the first African-American community college president in North Carolina; <br />and <br />
