,~ <br />PUBLIC COMMENT: <br />Mark Peters said that he read the whole CIP document, but he still has a lot of <br />questions. He understands that without another revenue source or a bond, all of the unfunded <br />projects will not be funded. He would like to see a plan on how to get the unfunded projects <br />funded. Regarding the report, he said that unless someone has attended a lot of the <br />meetings, there is no way that they would understand what is going on. He suggested <br />providing a summary in a few pages for the general public. He offered to help with this <br />summary. He thought that the plan was still in draft form and that the list of unfunded projects <br />would come later. He said that this plan looks like it will not be in compliance with the SAPFO, <br />and this concerns him. He does not think that SAPFO should be used as a tool to limit growth. <br />He said that it is unfortunate that the school boards are meeting tonight since a large part of <br />the CIP includes the schools. <br />Joe Robbins is Chairman of the Social Services Board. He said that the needs of DSS <br />are past the point of inconvenience and there is now a problem of safety. There are <br />confidential files in boxes, there are boxes in chairs and hallways, and the egress passes are <br />blocked. He said that if OSHA inspected the County, it would be fined because the conditions <br />are unsafe. He said that the department is past the point of crowding and is out of compliance <br />with the State Division of Social Services. He is concerned with the penalty for not correcting <br />the space problems. He said that it has become more a point of not being able to provide <br />clients with the privacy and confidentiality they deserve. The 10,000 Orange County citizens <br />that are served deserve to be served in an appropriate, professional business center. The <br />DSS Board requests that the County move forward quickly with along-term facility plan that <br />includes the consolidation of DSS functions. This facility is needed as soon as possible. <br />Chris Harlan is a public health nurse and Vice-Chair of the Orange County Board of <br />Health. She was joined by other Board of Health members. She said that the Board of Health <br />is legally mandated by federal, state, and county guidelines to provide certain core public <br />health services. One of the functions is to assure that all residents have access to quality <br />health care. She said that they provide services to all County residents and the medical and <br />dental clinics exist to serve patients who are often underinsured or uninsured. They also <br />provide many services that improve the lives of all residents -well water and wastewater <br />programs, communicable disease control, and emergency preparedness. She said that the <br />Health Department staff needs and deserves to work in a physical environment that is well- <br />maintained and healthy. She said that Orange County still has not made a commitment to <br />universal health care. Orange County ranks 61St of the 100 counties in expenditures to health <br />departments, compared to being ranked #1 in the state in per capita investment in the schools. <br />She said that the Board of Health is concerned that this ten-year plan puts human service <br />needs in a reserve fund, which will not even be considered until 2009-2010. She said that the <br />human service needs must be moved to a critical action level. <br />Randee Haven-O'Donnell was representing the Carrboro Board of Aldermen and its <br />citizens. She thanked the Board of County Commissioners for holding this public hearing. She <br />also thanked the County Commissioners for reconstituting the Orange County Library Services <br />Task Force, because this has been very productive. She thanked those involved in this task <br />force and said that the final report is coming soon for the Board's review. She urged the Board <br />to include and actively promote the Library Services Task Force capital request <br />recommendation for a full $3 million designated for the creation of the Orange County <br />Southwestern Regional Branch Library to be sited in the downtown Carrboro area. This <br />request was based on the facility recommendations from the 2004 Task Force Report, the <br />Carrboro Library Work Group of 2003, and the Service Needs Plan of Orange County Library <br />Facilities. She asked why the line item was $2.7 million instead of $3 million as recommended <br />
