,~ <br />Laura Blackmon distributed the CIP budget for 2008-18 and there will be a work session on <br />November 13th to go over this. <br />She went through the notebook and reviewed each tab. <br />• Summary of budget calendar and CIP calendar <br />• School capital ordinances to be approved in early spring <br />• Assumptions, principles, and future considerations <br />• Capital project worksheets <br />Donna Coffey pointed out that the capital as well as the annual operating impact was <br />shown for the next ten years on the worksheets. She also said that the information from the <br />schools is the same information that the school systems distributed in September. Also, in <br />Appendix A, the unfunded needs are shown. For County and Schools, it is a little less than <br />$270 million over the next ten years. Also, in Appendix B, the Annual Debt Service Obligations <br />and the debt capacities are shown. Appendix C shows the remaining debt issuances <br />approved on February 20, 2007. <br />Laura Blackmon said that one consideration is the future implications of these projects <br />on operational budgets. She said that even though there is debt capacity to do some of these <br />projects, the operational expense will be very difficult to address. <br />Donna Coffey said that this document would be online by Thursday, and there will be <br />electronic copies on CD in the Budget Office. <br />Chair Carey pointed out that there is no reference to additional revenue sources. Laura <br />Blackmon said that this could be discussed at the work session. <br />10. Appointments <br />a. Local Revenue Options Education Advisory Committee <br />The Board considered making appointments to the Local Revenue Options Education <br />Advisory Committee. <br />Commissioner Gordon expressed concern about the meeting schedule because there <br />will be four meetings through the holidays. It was answered that this schedule would be <br />revised somewhat. <br />A motion was made by Commissioner Foushee, seconded by Commissioner Gordon to <br />appoint Keith Dixon, Barbara Hardison, and Mark Zimmerman to the Local Revenue Options <br />Education Advisory Committee. <br />VOTE: UNANIMOUS <br />b. Orange Unified Transportation Board -New Appointments <br />The Board considered making new appointments to the Orange Unified Transportation <br />Board. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Nelson to <br />appoint Paul Guthrie to the Chapel Hill Township position (#4) with a term ending September <br />30, 2009; Karen Barrows to the Little River Township position (#7) with a term ending <br />September 30, 2009; and Dawn Brezina to the Eno Township position (#5) with a term ending <br />September 30, 2010 on the Orange Unified Transportation Board. <br />VOTE: UNANIMOUS <br />11.
