Classification and Pay Plan Amendment -Add Class of Homeless <br />Programs Coordinator <br />The Board considered amending the Orange County Classification and Pay Plan to add <br />the new class of Homeless Programs Coordinator at Salary Grade 20 and authorizing the FTE. <br />Commissioner Gordon made reference to the financial impact, which mentions the <br />long-term joint arrangement among the local governments that will be formalized in a <br />Memorandum of Understanding (MOU) that is currently under development. She said that she <br />is concerned about the terms of the overhead that will be included in the MOU. She wants to <br />make sure that Orange County pays all of the overhead only for the current year and that in <br />subsequent years it will be split among the partners. Tara Fikes said that this is her <br />understanding. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Foushee to <br />amend the Classification and Pay Plan to add the new class of Homeless Programs <br />Coordinator at Salary Grade 20 and authorize the addition of 1.0 FTE. <br />VOTE: UNANIMOUS <br />5. Public Hearings <br />a. CDBG Scattered Site Housing Rehabilitation Program <br />The Board conducted a public hearing to receive citizen comments prior to official <br />close-out of the County's FY 2004 Community Development (CDBG) Scattered Site Housing <br />Rehabilitation Program and authorize execution of the Certificate of Completion by the Chair. <br />Housing and Community Development Director Tara Fikes said that the purpose of this <br />public hearing is to receive citizen comments prior to official close-out of the County's FY 2004 <br />Community Development (CDBG) Scattered Site Housing Rehabilitation Program. She said <br />that Orange County received $400,000 in CDBG funds in May 2004, and the funds were used <br />to repair ten substandard dwellings occupied by low-income families in the Towns of Carrboro, <br />Hillsborough, and unincorporated Orange County. Four units were repaired in unincorporated <br />Orange County, and three were repaired in the Towns. The expenditures totaled $360,000. At <br />this time, all plans have been completed and all grant funds have been expended. In order to <br />facilitate official grant closeout with the North Carolina Department of Commerce, it requires <br />that a public hearing be held to assess the performance of the County in administering this <br />grant program. <br />There were no public comments. <br />A motion was made by Commissioner Nelson, seconded by Commissioner Gordon to <br />close the public hearing. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Nelson, seconded by Commissioner Gordon to <br />authorize execution of the Certificate of Completion by the Chair of the Board of County <br />Commissioners. <br />VOTE: UNANIMOUS <br />6.
