,~ <br />APPROVED 12/3/2007 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />November 5, 2007 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Monday, <br />November 5, 2007 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr. and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, and Mike Nelson <br />COUNTY COMMISSIONERS ABSENT: Barry Jacobs <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br />Managers Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Baker (All other <br />staff members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />1. Additions or Changes to the Agenda <br />Item 4-d was removed because the Bond Attorney was not able to be present. <br />Chair Carey asked the Board to consider adding another item to the agenda or <br />consider it at a later meeting. The issue is restarting the search process for a site to locate the <br />transfer station. He is asking the Board to do this because the County Commissioners told the <br />residents that they would take the request to restart the search process under advisement, and <br />because he has had a change of mind about the location of the transfer station on the <br />Eubanks Road site. He said that he would support the effort to restart this search process. <br />The Board would also have to decide on the criteria to use in siting a transfer station. He <br />would like to consider this either tonight or at a subsequent meeting. <br />Commissioner Foushee said that she supports reconsidering the siting of the transfer <br />station and that the public is owed a response to the request that was made earlier. She said <br />that she would not want another search to preempt the work of the Rogers Road Task Force. <br />She believes that this is a positive process that will mitigate the impact that the landfill has <br />placed on this community. She said that she has gained an appreciation of the residents' <br />concerns that live in the Rogers Road area because Rev. Campbell called her one night and <br />asked her to come and experience what the residents are smelling. She said that it is a reality <br />to the residents that they believe that these impacts of the landfill should be mitigated, and she <br />agrees with them. <br />
