It will take a while to put in place because there is a transition <br />process. He said that some of the members of the task force are looking forward to the <br />formation of the advisory group so that they can have some input into the process. <br />Assistant County Manager Gwen Harvey summarized the information in the agenda <br />abstract. <br />Department/Division vs. Bureau <br />Staff or the task force did not recognize any material difference between the <br />nomenclature, so the proposal is to ask the Board of County Commissioners to consider calling <br />it a department. The department brings together two related, but independent functions - <br />animal control and the animal shelter. Attachment 1 is the proposed job description for the <br />Animal Services Director. <br />Transfer of Animal Control Positions <br />Employees would transfer organizationally from the Health Department to the new <br />Animal Services Department. Attachment 2 explains the process involved. <br />Rabies Control and Bit Management Operating Protocol <br />Animal Control and Community Health division heads in the Health Department have <br />drafted this protocol. The procedures go before the Board of Health later this month for <br />consideration and adoption. <br />Amendments to the Orange County Animal Control Ordinance <br />County Attorney is reviewing this and will bring back any necessary amendments in <br />February 2005. <br />Advisory Board <br />Attachment 3 is a draft composition of this advisory body. <br />Organizational Alignment <br />Attachment 4 is a draft of what the proposed department would look like <br />Suggested Next Phase for the Animal Shelter Operations Task Force <br />There is interest of the members of the task force on being considered as candidates <br />for the permanent advisory board as well as some involvement in the design and process for <br />the relocation of the animal shelter facility. <br />Draft Plan and Timeline for Establishina the Animal Services Department and <br />Completing Transition to the New Organization <br />Attachment 5 is an updated Transition Timeline. <br />Key Decisions Targeted for Consideration by the BOCC (Target date: November 3~d): <br />- Approval to establish a new Animal Services Department effective March 1, 2005 <br />- Approval to establish the Animal Services Director position effective January 1, <br />2005 <br />- Approval to transfer Animal Control personnel, inventory, and assets from the <br />Health Department to the Animal Services Department effective March 1, 2005 <br />- Approval to create an Animal Services Advisory Board effective March 1, 2005 <br />
