r,, <br />4 .. -. <br />Chairman Whitted stated that since Orange County has agreed to allo- <br />cate water from Lake Orange to OWASA~ and if the Town of Hillsborough also <br />agreed to this, the County should decide how low Lake Orange should be <br />drawn by next summer. He added that he felt the County should proceed <br />with planning with Mr. Wray for an allocation system from Lake Orange. <br />Commissioner Willhoit suggested that figures and maps be gathered of <br />Hillsborough's distribution system and their extraterritorial jurisdiction. <br />Commissioner Gustaveson stated he felt it would be useful to work with <br />the State in developing criteria for not only water quality but also <br />criteria regarding water reserve and capacity which the County should have <br />regarding the growth in the area and the anticipated number of water lines <br />which should be in place during the next few years. He stated that it was <br />important to develop guidelines and criteria in terms of water resource <br />planning and also to determine who is responsible for allocating and plan- <br />ning for water resources in Orange County. <br />He reminded the Board that the Eno River Task Farce had recommended <br />that the Upper Eno and its tributaries be studied for future water needs. <br />He suggested that this recommendation be considered and to tie into the <br />Seven Mile Creek area. Commissioner (;ustaveson urged the Board to make <br />this water resources planning a priority. <br />Commissioner Whitted suggested that an Ad Hoc Committee of individuals <br />who are interested in water resources be appointed to plan with the State <br />some future allocation system for the area. <br />Commissioner Gustaveson suggested that the first step be to invite <br />the State to help the County develop guidelines and criteria for an interim <br />allocation plan. He recommended that suggestions be ready by the September <br />6, 1977 meeting of persons to serve on an Ad Hoc Committee. This committee <br />should be made up of one person from the ?'own of Hillsborough, Eno River <br />Association, Orange Water-Sewer Authority, one County Commissioner, a <br />member of the Orange/Alamance Water System, a member of the County staff, <br />one person appointed by the Agriculture Extension Chairman, who is interest- <br />ed in the matter of irrigation. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Willhoit, it was moved and adopted that such an Ad Hoc Committee should be <br />established. The staff was requested to write letters to these organiza- <br />tions informing them of the proposed Ad Hoc Committee. <br />Mr. Josephine Barbour suggested that the Board include some citizens <br />living along the Eno River on the Committee, a non member of the Eno River <br />Association. <br />Commissioner Gustaveson stated that the Agriculture Department would <br />appoint someone with an agricultural interest. <br />Chairman Whitted asked that the Board discuss a resolution received <br />from the Carx'boro Board of Aldermen regarding the Lincoln Gvmnasium and <br />Maintenance Facility be used for Recreation facility in Southern Orange <br />County. <br />Commissioner Willhoit stated that he hoped the County would consider <br />pursuing the idea of using Lincoln Gymnasium as a Recreation facility. <br />Commissioner Gustaveson moved that the Chairman direct a letter to <br />the Chapel Hill School Board requesting a meeting of repxesentatzyes of <br />their Board and the Commissioners to discuss the eventual use of the <br />Lincoln Gymnasium. <br />Commissioner Willhoit seconded the motion.. <br />Commissioner Pinney stated that he felt the Chapel Hill Board of <br />Aldermen should make some official statement before the Commissioners take <br />action since they .are the Board that originated the idea. <br />Discussion ensued. <br />The Chairman called for a vote on the motion, Voting aye on the <br />motion were Commissioners Gustaveson, Plalker, Willhoit and Whitted. <br />Voting nay was Commissioner Pinney. The motion was declared passed. <br />
