`emu <br />The difference between the 5 and 7 year lease/purchasing is that <br />financing is spread out over two additional years. z~ the system is <br />paid for in 5 years instead of 7 years, there would be a savings of <br />approximately $16,000. The bid results as shown includes maintenance <br />and cost of the machine, with the DD5 System, the County would pay <br />$46,398 for five years. At the end of five years, the County would own <br />the equipment and maintenance would drop to $960. The difference in cost <br />is in the financing of the system. <br />The finance Officer recommended to the Board a five year lease with <br />an early conversion written into the contract with the Company. <br />Mr. Brooks stated that if contracts are finalized and signed in -- <br />August, delivery of the system can be expected December 1, 1977. <br />He added that DDS is also in the business of selling hardware and <br />software. DDS will tailor software to. the County's specification. Money <br />is available in the budget for the purchase of the software package. <br />Further discussion ensued regarding the bid opening for .the Data <br />Processing equipment. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the Manager's recommendation <br />to accept the bid of Distributive Data System to purchase equipment and <br />software be approved and that the Manager should negotiate the best <br />financial arrangement with Distributive Data System and/or the third <br />party giving special attention to a possible. lease provision that would <br />allow the County of Orange to accelerate payments without a penalty. . <br />Chairman Whitted referred to Item 10 on the Agenda: The Board of <br />Commissioners should consider a resolution stating its position regarding <br />primary highways in Orange County. This resolution should be approved <br />prior to the Public Hearing, conducted by the Department of Transportation <br />in Burlington an August 23, 1977. <br />The Chairman read the resolution to the Board of Commissioners and <br />certain changes were recommended. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />it was moved and adopted to approve the resolution as amended. <br />(For copy of Resolution, see page 347 of this book) <br />The Chairman reminded the Board that the Department of Transportation <br />would meet with the Board of Commissioners on Wednesday, August 17, 1977 <br />at a public meeting in the County Courthouse to discuss the Secondary <br />Roads program for 1977-78. <br />Ztem 12: The Manager will report results of a meeting with PRr. <br />James Wray of the State Department of Natural Economic and Resources <br />concerning the issue of water allocation from the Eno River Basin. <br />Chairman Whitted stated that during the August 1, 1977 meeting with <br />officials from the Orange Water-Sewer Authozity, the Board has talked <br />about some allocation system for water from Lake Orange. The County <br />Manager has since talked with Mr. Wray, who is the person who is con- <br />tacted when an area is declared to be at•capacity use in granting permits <br />for withdrawals of water in excess of 100,000 gallons per day. <br />The County Manager stated that the concept of th%s idea goes back to <br />the Water Conservation Act of 1967 which delegated responsibility to DNF.R <br />for planning and conducting a state-wide survey of all principle river <br />basins. A basic goal for this planning is to make a long range State Plan <br />forwater allocation from the principle river basins in the State, No <br />special funds have been appropriated from DNEW to carry out this program. <br />A schedule of the late 1980's had been set for the completion of the sur- <br />vey of all basins. Each river basin will be done separately with the ?vuese <br />River Basin as having priority on the list. The DNE~+1 will develop a plan <br />and public hearings will be scheduled. <br />Mr. Gattis stated that there was not much of a possibility of. accele- <br />rating the State schedule, but plans will ga through the normal stages. <br />If the County wants to develop any plan of water allocation itself, nNER <br />will meet with the County and will advise with planning. <br />
