C: t% v <br />c~ '~ <br />activity is carried out through the use of a tyx~ewritex like device <br />attached to a cathode ray tube. Transactions are pasted as they <br />occur and records are kept current almost to the moment. We received <br />responses to this proposal fxom National Cash Register Company, Distri- <br />butive Data Systems, Data general Corporation, ISM, Burroughs, and <br />Honeywell. The following, in summary form is the result of this <br />request for bids. <br />(For copy of Report of Bid Results for an in-house computer <br />system see page 346 of this book) <br />The Manager recommends the County accept the proposal of DDS, with <br />modifications: <br />A. Central Processor with 64K units of storage $61,900 <br />B. 50MB of on-line disk storage 31,300 <br />C. 300 line per minute printer 11,200 <br />D. Magnetic tape unit 4,000 <br />E. 11 terminals ' 45,700 <br />F. Data Communications Coupler 385 <br />Total $154,485 <br />Annual maintenance on the hardware proposed is S12,876 ($1,D73 monthly) <br />Based upon a five year lease/purchase agreement, annual cost excluding <br />maintenance would be $38,707.80. <br />Based upon a seven (7) year lease/purchase agreement annual cost <br />excluding maintenance would be $29,982.60. <br />These lease pruchase agreemtns seemed based upon a financing cost of <br />approximately 9 percent. Inquiring at local banks x'eveals their willing- <br />ness to finance this equipment at a lower rate. <br />This system as proposed can process all foreseeable County applica- <br />tions with the exception of the Tax :Appraisal system. While this is one <br />of the most significant applications. the County will have, it is also <br />,.. the most complex system to program and make operational. The staff feels <br />other applications such as Finance, voter Registration, etc. should be <br />implemented first and when they became operational the Data Processing <br />Department will have time available to work in the appraisal area. At <br />that time, the basic computer can be upgraded by adding additional disk <br />and core. At current prices, this addition would cost (if finance through <br />a five year lease/purchase plan) about $1,300 per month. Currently, we <br />are budgeting nearly $2,000 a month to prc ess these records. <br />The Managex recommends the County purchase from DDS six software <br />application: <br />A. Finance $4,750 <br />B. Payroll 2,750 <br />C. Voter Registration 2,040 <br />D. Food Stamps 3,000 <br />E. Tax Collections 5,OOp <br />F. Indexing (Register of Deeds) 1,500 <br />These systems will comprise the initial work to be processed through <br />the Data Processing Department. When fully operational personnel from the <br />department will look towards adding first a tax appraisal then other <br />systems, <br />The County Manager informed the Board that the Data Processing Depart- <br />ment head, Keith Brooks was present, as well as two vendors for NCR, and a <br />vendor from DDS. <br />Mr. Brooks stated that Erwin Danziger, the Director of the Data Pro- <br />cessing Department at the UniversXty of North Carolina, has looked at this <br />system and is convinced that the DDS system will "do what we want it to do". <br />He added that previous problems which Mr. Danzinger saw with the system <br />had been resolved. <br />The Recommendation for the DDS system falls well w3.thin the budget <br />approved for 1977-78. Mr. Brooks stated that he felt the system from <br />DDS is the best solutions for Orange County for the least amount of money. <br />The DDS system will allow for 32 users which will carry the County for <br />possibly as long as 5 years. <br />
