Changes in Board of County Commissioners' Regular Meeting Schedule <br />The Board amended their regular meeting calendar by changing the meeting scheduled for <br />Monday, January 28th to a work session beginning at 6:00 p.m. at the Government Services Center in <br />Hillsborough, canceling the January 30th scheduled meeting. <br />VOTE ON THE CONSENT AGENDA: UNANIMOUS <br />9. ITEMS FOR DECISION -REGULAR AGENDA <br />a. Renewal of Special Use Permit, Class A for Reba and Roses, Inc. - SUP(A)1-95 <br />The Board considered the renewal of a special use permit, Class A, for Reba and Roses, Inc. <br />Planning Director Craig Benedict made this presentation. He said that the business has been in operation <br />under the original special use permit for six years. There is a regulation at this time that says that the <br />applicant must renew the permit after six years if the previous conditions are met. The property is located <br />on the corner of Baldwin and St. Mary's Road outside of Hillsborough. The property is approved under <br />historic sites where there is anon-residential mixed-use development. The Planning Board unanimously <br />approved the renewal of the special use permit. He said that the process and the categorization of this <br />type of agricultural use mixed with some retail use might not fit well into the County's present regulations. <br />A staff committee has been formed to try to find another "box" to fit this type of use into. This category <br />would be for the long term. He read the eight conditions of the special use permit, which are stated <br />below: <br />1. Assessment of structural integrity of all structures shall be conducted by a registered engineer. This <br />assessment shall be provided to the Orange County Inspections Division for its review. This <br />assessment may be relied upon by the Orange County Inspections Division in its permitting of the <br />structures. This condition must be met within 60 days after this Special Use Permit is renewed. <br />2. All structural and physical handicapped accessibility improvements to the structures shall be made in <br />accordance with Federal requirements and State Building Codes and must be approved by the <br />Orange County Inspections Division. This condition must be met within 60 days after this Special Use <br />Permit is renewed. <br />3. A Certificate of Occupancy must be issued by the Orange County Inspections Division following the <br />necessary inspections of all structures for federal and Code compliance. This condition must be met <br />within 60 days after this Special Use Permit is renewed. <br />4. The final site plan and narrative of the project incorporating all changes, deletions, and additions to <br />the project are included herein and made a part of the Class A Special Use Permit. A copy of the final <br />site plan and narrative are on file with the Orange County Planning and Inspections Department. <br />5. The landscaping described in the approved site plan and approved narrative shall be complied with, <br />showing existing and proposed trees and other vegetation serving as a buffer on all sides. No trees <br />will be cut down along Baldwin Road except at the location of the driveway as specified in the <br />landscaping plan. All trees and other vegetation not removed as provided in the approved site plan <br />and approved narrative shall be protected and maintained as required by Article 12 of the Orange <br />County Zoning Ordinance. <br />6. Outdoor storage/stockpiling of materials for the area along Baldwin Road shall be of natural (i.e. not <br />manmade) materials and shall not be of a malodorous or redolent nature. <br />
