TION CONTACT: <br />Rod Visser, ext 2300 <br />Gene Bell, ext 2592 <br />TELEPHONE NUMBERS: <br />Hillsborough 732 -8181 <br />Chapel Hill 968 -4501 <br />Durham 688 -7331 <br />Mebane 336- 227 -2031 <br />PURPOSE: To receive an updated technical report on school impact fees. <br />BACKGROUND: During the past summer, the County contracted with the University's Department of <br />City and Regional Planning to produce an updated technical report on the County's school impact fees. <br />These updates are prepared periodically to ensure there is a reasonable basis for the level of impact fees <br />imposed on each new residential dwelling unit. The work for this project was conducted by Professor <br />Emil Malizia, and two of his graduate students, Sara Hinkley and Jeremy Klop. Staff will provide a brief <br />report to the Commissioners on the consultants' findings. The consultants will be available to respond to <br />any questions. <br />There is no required Board action at this time, nor any anticipated amendments to the County's school <br />impact fee ordinance resulting from the work completed by the consultants. The maximum impact fees <br />chargeable in the County's two school systems, based on the analysis in the consultants' report, are <br />$10,320 for the Chapel Hill - Carrboro school district, and $3,474 for the Orange County Schools. The <br />comparable figures in the previous technical report were $11,593 and $3,404. The current impact fees of <br />$3,000 and $750 for CHCCS and OCS, respectively, are well supported by the consultants' findings. <br />RECOMMENDATION(S): The Manager recommends that the Board receive the report for information <br />only at this time. <br />
