ORANGE COUNTY 52
BOARD OF COMMISSIONERS
Action Agenda
Item No
ACTION AGENDA ITEM ABSTRACT
Meeting Date: October 20, 1998
SUBJECT: ALTERNATIVE PROCESS FOR ESTABLISHING THE ENVIRONMENT AND
RESOURCE CONSERVATION DEPARTMENT
-------------------------------- -------------------------------
DEPARTMENT County Commissioners PUBLIC HEARING YES NO x
-------------------------------- -------------------------------
BUDGET AMENDMENT: _YES NO
ATTACHMENT(S): YES INFORMATION CONTACT
Commissioner Bill Crowther
TELEPHONE NUMBER
Hillsborough 732-8181
Chapel Hill 968-4501
Mebane ~ 227-2031
Durham 688-7331
-----------------------------------------------------------------------
PURPOSE: Consider an alternative process for establishing the
Environment and Resource Conservation Department.
BACKGROUND: If it is true the "devil is in the details" then it would
be prudent to proceed with written agreements for each of the
collaborating departments. (See Attachments)
RECOMMENDATION: The Board of County Commissioners should direct the
Commission for the Environment to prepare a draft Memorandum of
Understanding with each department that is projected to collaborate with
the new ERCD. Those should include (but not be limited to), Orange Soil
and Water Conservation District (NRCD), Health Department, Planning
Department, Recreation and Parks Department, etc.
All Memorandums of Understanding will be approved by
the Board of County Commissioners before the official start of a new
environment and Natural Resources Department.
