N.C. 27516 Telephones (919) 968.2022 Fax: (919) 968 The Board of Health at its regular meeting had several comments they wished to share with the Commissioners as the new Environment and Resource Conservation Department (ERCD) is developed. Recommendations fell into two substantive categories: • A need for clear articulation of collaboration requirements between the new department and already existing departments with overlapping responsibilities, • A need for clear authority and accountability indicators for the new department. You invited draft language to be submitted that would reflect these two areas. - The following are suggested changes to the draft of 8/26 based on the Board of Health discussions. I. Mission of the ERCD To promote and coordinate the conservation of natural and cultural resources in Orange County. II. Scope of Responsibility (new added section) The-ERCD will have primary responsibility for developing a plan and program for the acquisition of land for resource conservation and developing and maintaining an integrated database for natural and cultural resources. In addition, it will collaborate with other relevant county agencies in areas of overlapping responsibility to provide support for Commissioner adopted goals in the natural and cultural resource area. The ERCD will have no regulatory or rulemaking authority. III. Major Activities (this replaces much of the section labeled "Mission" under the current draft) 1. Coordinate with other relevant county departments, Commissioner goals for natural and czltural resozrree conservation. These will include Natural Resource Preservation, Historic Preservation, Farmland Preservation, Water Resources and Watershed Protection.
