2 <br />memorandum that identifies and reviews many of the thoughts expressed. Where <br />recommended, the proposal for forming the department has been revised <br />accordingly. Many of the comments did not address specifics of the proposal <br />itself, and therefore, few changes have been made in this area. <br />By far, the most common theme was a call for close coordination with existing <br />agencies and departments that work in this area. As indicated in the proposal, this <br />is one of the primary focus areas for the initiative. To further strengthen this <br />intent, the only substantive addition to the proposal involves having the <br />department plan and hold a series of joint meetings in 1999 with other stakeholder <br />agencies, departments and boards (including the Soil and Water Board, and <br />Triangle Land Conservancy). These meetings will provide a vehicle for the <br />coordination of efforts among the different groups interested in resource <br />conservation, and should foster collaborative arrangements and identify different <br />interests and needs. <br />RECOMMENDATION:. The Administration recommends that the Board adopt the proposal to form the <br />Environment and Resource Conservation Department as amended, with the <br />follow-up memorandum attached as Appendix G. Staff will use the month of <br />December to lay the groundwork for the new department, and prepare follow-up <br />items for Board review. Since existing personnel and space will initially be <br />utilized, the new department should be ready to get underway at the first of the <br />year. As such, an effective date of Monday, January 4, 1999 is recommended for <br />the Environment and Resource Conservation Department. <br />
