10 <br />stakeholders. The existing staff that would be part of the department <br />have developed working relationships with many of these stakeholders <br />through past and current initiatives, and would be instructed to <br />strengthen these in the months ahead. <br />The proposal for the Environment and Resource Conservation <br />Department has been amended to address and heighten the focus on <br />collaborating with existing agencies and organizations. Staff believes <br />that this, along with the other plans for close coordination, will result in <br />an enhancement of success for all of the stakeholders on environment <br />and resource conservation. <br />I am therefore recommending that the Board approve the proposal for <br />the new department, as amended. The subjects explored in this memo <br />would be attached as an Appendix to the proposal. <br />Given the lack of short-term space or personnel changes, we believe <br />that a starting date of Monday, January 4, 1999 is reasonable for the <br />Environment and Resource Conservation Department, and recommend <br />that as the effective date. <br />
