2 <br />highest risk for child abuse and neglect because of either the parent's or the child's health or <br />psychosocial problems. <br />• A $34,900 Smart Start grant allows for County dental clinic staff to provide pre-school dental <br />screening for children in daycare centers and daycare homes. During the 197-98 fiscal year, <br />more than 1,450 children were served by this initiative. <br />3) The State recently awarded additional funds for Orange County's Breast and Cervical Cancer <br />program. These funds are for screening services and outreach for women 50-64 years of age. The <br />amount of additional funds is $1,718 and will be used to produce literature and brochures targeted <br />for women those ages. The attached Breast and Cervical Cancer Grant Project Ordinance provides <br />for the receipt of these funds. <br />4) As a part of the NC Health Choice agenda abstract that was approved on November 4, the Board of <br />Commissioners accepted a State grant on behalf of the Orange County Health Department. The <br />department plans to use this $1,497 grant to assist with the cost of outreach activities associated <br />with implementation of the new children's insurance program. The attached budget amendment <br />(column #4, page 3) provides the budget for this new initiative. <br />Information Technology Capital Project Ordinance <br />5) In January 1998, the County awarded a contract to Atlantic Technologies, Ltd. to provide services <br />and products for GIS development. Under the terms of the agreement with Atlantic, and an inter <br />local agreement between the county and the Town of Chapel Hill (approved by the board in June <br />1998) the Town is entitled to acquire additional GIS products from Atlantic through the County, at <br />the Town's expense. The Town has indicated its desire to acquire orthophotos and topographical <br />and planimetric data at a cost of $154,117. The County will receive these funds and in turn pay the <br />contractor. This amendment provides for the receipt of these funds from the Town and increases the <br />appropriation in the County's Information and Technology Capital Project Ordinance to allow for <br />these purchases. <br />RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve the <br />attached budget amendment, and grant and capital project ordinances. <br />
