Two new full-time equivalent <br />positions were established for the program. Both positions are caseworkers -one is permanent full- <br />time and the other is time-limited for one year from the date of filling. The caseworkers will <br />provide outreach and intake for the estimated 1,000 or more uninsured children in Orange County. <br />State and federal funds of $37,652, along with client enrollment fees of $5,000, $4,244 in currently <br />budgeted DSS funds, and a Health Department grant of $1,497 (see #4, page 2 ofthis abstract) cover <br />the full cost of the program including personnel, operating and capital outlay expenses. The <br />attached budget amendment (column #l, page 3) provides for the unbudgeted DSS share of the <br />budget for this new initiative. <br />Health Department <br />2) On September I, the Board accepted additional funding of $45,334 from the Orange County <br />Partnership for Young Children on behalf of the Orange County Health Department. Two programs <br />received Smart Start funds -the Families in Focus: Intensive Home Visiting Program ($10,434) and <br />the Dental Screening Program ($34,900). The attached Smart Start Grant Project Ordinance and <br />Intensive Home Visiting Grant Project Ordinance provides for the receipt of these additional funds. <br />• Smart Start funding for the Families in Focus: Intensive Home Visiting Program for the current <br />fiscal year totals $45,612. This is $10,434 more than the original budget estimates received from <br />the State last spring. The program targets families with children ages 3 or younger who are at <br />
