~~~ <br />Voting aye on the motion were Commissioners Gustaveson, Pinney, <br />Whitted and Willhoit. Voting nay was Commissioner Walker. The motion <br />was declared passed. <br />The Finance Officer was ree~uested to present a budget ordinance to <br />the Board at their next meeting. <br />Chairman Whitted referred to Item 10: Consideration of contract bet- <br />ween the Orange County Health Department for reading of x-rays in lieu of <br />services by Dr. Fuller of the District Health. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />it was moved and adopted to approve the Contract between the Orange County <br />Health Department and Dr. 12ick 5uberman. <br />(For copy of Contract see page 316 of this book.) <br />Ghairman Whitted then asked Ben Lloyd to present his remarks to the <br />Board of Commissioners . ' <br />Mr. T,loyd spoke of the financial loss to farmers in the area due to the <br />recent draught. He stated that he and others had appeared before the County <br />Commissioners in regard to the salary increases recommended through a study <br />done by State Personnel. He informed the County Commissioners of a meeting <br />he had with representatives from the State Personnel Department, who had <br />explained to Mr. Lloyd their method of determining classifications of <br />County employees. Mr. Lloyd stated that he did not believe the Commission- <br />ers had sufficient information for granting salary increases to County <br />Department Heads, however, Mr. Lloyd provided the Boad with information <br />which he had received from State Personnel. He asked the Board for comments. <br />Commissioner Gustaveson reminded Mr. Lloyd that the positions of some <br />County employees were compared to other positions within the County. He <br />stated that job descriptions could not be compared with other counties, but <br />that Orange County had competent employees and that it is important to keep <br />competent employees in the. positions. <br />Commissioner Walker stated that he had not seen the information pro- <br />vided by Mr. Lloyd before, and he moved that the Board request Mrs. Horton <br />from State Personnel to review with the Board the recommended salaries of <br />the County Department Heads. <br />Chairman Whitted stated that when the Board discussed salaries during <br />the budget deliberations, they were presented salaries based on studies per- <br />formed by State Personnel. State Personnel does not make recommendations <br />for elected officials' salaries. Decisions made during the budget dis- <br />cussions were based partially on the recommendation made by State Personnel. <br />State Personnel made no recommendation for the County Manager's salary. <br />Commissioner Willhoit stated that he felt instead of looking at <br />salaries, one should look at the paygrades, which provided merit increases <br />to employees. That the range of salaries within paygrades are to provide <br />opportunities for merit increases. He added that he felt the State Person- <br />nel people were competent in their field, however, allegations had been <br />made and the Board would investigate this area further if it sees fit. <br />Chairman Whitted stated that he had requested that the Department <br />Heads' salaries be studied for consideration in the 1977-78 budget. Nx <br />Lloyd has pointed out and provided information regarding the study. The <br />Board's decision regarding these salaries was based on the State's recom- <br />mendation as well as the level of the salary recommended, the job that is <br />being done, and the people performing these jobs. Mr. Whitted stated that <br />he felt the Board has sufficient information to make the decisions regard- <br />ing the .salaries, and that the decisions regarding salaries were good <br />decisions. <br />Commissioner Walker urged the Board to request State Personnel to <br />present to the Board of Commissioners a review of their studies of County <br />salaries. <br />Commissioner Pinney stated that he felt it was not necessary to ask <br />State Personnel to attend a meeting, that he felt answers could be acquired <br />through correspondences. <br />
