Resolution B <br />A RESOLUTION RECOMMENDING THAT THE BOARD OF COUNTY COMMISSIONERS, <br />CARRBORO BOARD OF ALDERMEN AND THE CHAPEL HILL TOWN COUNCIL, TO <br />ACQUIRE NECESSARY TO DEVELOP <br />A MATERIALS RECOVERY FACILITY <br />WHEREAS, the Chapel Hill Town Council, the Board of Orange County <br />Commissioners, the Carrboro Board of Aldermen, and the Hillsborough <br />Town Board approved and submitted a Solid Waste Plan to the State; <br />WHEREAS, the Solid Waste Plan includes the development of a <br />Materials Recovery Facility which would allow local governments to <br />significantly expand their recycling and waste reduction programs <br />to meet aggressive waste reduction goals; <br />WHEREAS, the Orange County Governments have received expressions of <br />interest from Chatham County and the City of Durham regarding <br />shared use of a MRF in Orange County; <br />WHEREAS, the Solid Waste Management Department has advertised for <br />professional assistance in developing a Materials Recovery Facility <br />procurement process including preparation of a Request for <br />Proposals to Construct and Operate the facility; <br />WHEREAS, the site must be designated on which to develop the <br />facility before the procurement process can go forward; <br />WHEREAS, planning for the facility cannot be completed without a <br />designated site; <br />WHEREAS, the site is currently owned by the Landfill Owners Group <br />member governments; <br />NOW, THEREFORE, BE IT RESOLVED by the Landfill Owners Group that <br />the Owners Group recommends that the Board of County Commissioners, <br />the Carrboro Board of Aldermen, and the Chapel Hill Town Council <br />authorize , as the location <br />designated for the construction of the Material Recovery Facility. <br />Be it further resolved that the Landfill Owners Group recommends <br />that the boards authorize the Chapel Hill Town Manager to purchase <br />a 3.62 acre property (7.18..27E) located directly adjacent to and <br />west of landfill property, utilizing funds from Landfill Fund - <br />Reserve Fund for Acquisitions and Construction. <br />This the 8th day of October, 1998. <br />
