~'..:, <br />Commissioner Pinney stated that he felt travel reimbursement should <br />include-to and from 'travel for Subcommittee meetings. <br />Upon motion of Commissioner Walker, seconded by Commissioner Pinney, <br />it was moved and adapted that the Health Board members be raid $20.00 per <br />diem and the Chairman of the Health Board be paid $25.00 per diem for <br />regularly scheduled meetings and that travel expense of 15 cents per mile <br />be paid to Board members for travel to regular scheduled meetings and sub- <br />committee meeting. <br />Item 13: The Manager recommends the Board of Commissioners approve a <br />contract for the services of a Physical Therapist in the Health Department. <br />Rick Bliss; staff assistant with the Health Department, stated that <br />this service of a physical therapist is the same as was provided by the <br />District Health Department. This therapist is not an employee of the <br />Health Department and will provide services one day a week for a three <br />month period, according to the Contract. He stated that monies were avail- <br />able in the Health Depazihment budget for this position. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to approve the contract for services of <br />a physical therapist in the Health Department. <br />The Board of Commissioners scheduled Tuesday, August 9, 1977, at 7:30 <br />as a Board of Equalization and Review meeting to review four appeals. <br />Chairman Whitted stated that.Irvin Dobson, County Planning Director, <br />was present to bring the Commissioners up to date of proaress made in establ- <br />ishing Township Advisory Councils. <br />Mr. Dobson stated that the County Planning Board had approved, at <br />their July 18th meeting the following schedule of monthly meetings in the <br />various townships: <br />Bingham - Third Thursday, Started June 16 <br />Cheeks - Second Tuesday, Started August 9 <br />Eno - Second Thursday, Started August 11 <br />Hillsborough - First Thursday, Started September 1 <br />Cedar Grove - Third Tuesday, Started September 20 <br />Little River - Fourth Thursday, Started September 22 <br />Chapel Hill, -- Fourth Tuesday, Started September 27 <br />The second meeting in Bingham Township is scheduled for July 21. <br />The Planning Board, at its July 18th meeting, requested that the progress <br />report scheduled for September 20 be deferred until October 3 by which <br />time all Township Advisory Councils will be established. <br />Chairman Whitted requested that the Planning Director inform the <br />Board from time to time of what interest the Advisory Councils are con- <br />centrating. <br />Chairman Whitted referred again to the Ordinance relating to water <br />conservation. <br />The County Attorney stated that he had prepared an ordinance "Px•aviding <br />for the Conservation of Water During a T~Jater Shortage and Restricting the <br />Use of Water During Mare Severe Shortages" for the Board's consideration. <br />The County Attorney stated that all members of the Board must be present <br />and vote for the Ordinance in order that the Ordinance pass on the first <br />reading. He recommended that the Ordinance be read and action be taken by <br />the Board. The second reading of the Ordinance, the Ordinance can be <br />passed by a majority vote, and a second reading is necessary since Commis- <br />sioner Willhoit is not present. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney <br />it was moved that the Ordinance "Providing for the Conservation of TMlater <br />During a Water Shortage and Restricting the Use of Water During More Severe <br />Shortages" be adopted. <br />Commissioner Pinney requested that copies of the Ordinance be sent to <br />members of the Board before the second reading. <br />Chairman Whitted stated that he would encoux'age all individuals who <br />are on OWASA's system within the County to adhere voluntarily to the man- <br />datory restrictions that the Towns of Chapel Hill and Carrboro have passed. <br /> <br />
