~~W <br />Chairman Whitted distributed to the Board members recommendations pre- <br />pared by Dr. Daniel Okun for the Towns of Chapel Hill and Carrboro regarding <br />water conservation for the users of OWASA water service. He stated that <br />these recommendations had been adopted by the Town Boards of Chapel Hill <br />and Carrboro. The County has been asked to adopt these recommendations for <br />those persons living in Orange County who are users of OT4ASA services. <br />The County Attorney stated that his office was supposed to have been <br />contacted by pWASA with a proposed ordinance. As of this date, his office <br />has not been contacted, and the County Attorney does not'have any document <br />prepared. Mr. Gledhill spoke further and stated that the County does have <br />the power to adopt an ordinance to impose restrictions on the use of water. <br />He stated that the Ordinance adopted by the two Towns are consistent with <br />the proposal of Dr. Okun. The scheme of the proposal is that there are <br />levels of emergencies, and the Mayors are appointed by the two Town Boards <br />to proclaim the various levels of emergencies. The options of the County <br />to implement this scheme is to (1) delegate this authority to OWASA, or <br />(2) that the power to declare the stages of emergencies be within the <br />County Government. Mr. Gledhill stated that this is his recommendation. <br />As to who in the County should proclaim the levels of emergencies, this <br />could be done by the County Manager or by the Board of Commissioners. <br />Commissioner Gustaveson recommended that the Board direct the County <br />Attorney to prepare an ordinance for the County relating to water conserva- <br />tion, which will be presented later in the meeting. <br />Commissioner Pinney stated that he felt the Chairman to the Board <br />should be the person proclaiming the levels of emergencies. <br />Chairman Whitted asked who would enforce the Ordinance and the reply <br />was that the Sheriff would enforce County Ordinances. The Ordinance to <br />be adopted by the County should include the same provisions as the Ordinance <br />adopted by the Town of Carrboro. <br />Item 8: Notice of a change in location of the August 4th meeting. <br />The County Recreation Advisory Council has requested the meeting be moved <br />from the County Commissioners' room to the Grady Brown Gymnasium. <br />Item 9: The State Department of Transportation is ready to meet with <br />the Board of Commissioners and review their prop sed Secondary Roads Improve- <br />ment Program for the 1977-78 fiscal year. <br />August 16, 1977 at 7:30 p.m., *-aas scheduled for a public hearing to <br />review the proposed Secondary Roads Improvement Program for 1977-78. <br />Item 10: A notice that the State Department of Transportation will <br />conduct a public hearing at 2:00 p.m., on August 23, 1977, in the Municipal <br />Building of Burlington to receive input from the public to assist in re- <br />viewing and updating its Highway Improvement Program relating to Primary <br />Roads. <br />Chairman Whitted stated that he would like to express concern about <br />primary roads, Hwy. 86 between Hillsborough and Chapel Hill and Hwy. 54 <br />East of Chapel Hill going into Durham. He stated that he wished the Board <br />to discuss primary roads further before the August 23rd meeting, and to <br />plan to attend the public hearing. <br />Item 11: Report - Bids for renovation of the Northside School as a <br />Mental Health Facility were opened duly 12th. An architectural evaluation <br />of all bids received will be scheduled as part of the August 1, agenda, <br />with a recommendation. <br />(For copy of bids for renovation of Northside School-see page 307 of <br />this Book.) <br />Chairman Whitted referred to Item l2: The Board of Public Health has <br />requested the Board of County Commissioners recommend to them a per diem <br />rate for Health Board members compensation. <br />The Chairman recognized Dr. William Mayes, Chairman of the County <br />Health Board. Dr. Mayes presented to the Board a request that Health <br />Board members be paid $20,00 per diem and that the Chairman of the <br />Health Board be paid $25.00 per diem. Also, Dr. Mayes requested that <br />Health Board members be reimbursed for travel to and from Board meetings <br />at the rate of 15 cents per mile. Dr. Mayes stated that the reimbursement <br />for travel does not include subcommittee meetings, <br />
