~, - -- ~~_ Upon motion of Commissioner Gustaveson, seconded by Commissioner Finney, it was_moved and adopted to reappoint Messrs. David McFarland and Lucien Sellet to a three year term on the Chapel Hill Board of Adjustment. B. The term of office of the County Tax Supervisor, W. T. Laws, expired June 30th. Appointment is far a term of two years. Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney, it was moved and adotped to reappoint W. T. Laws, to the office of County Tax Supervisory for a two year term. C. The term of office of the County Tax Collector, Ms. Ortense Dickson, expired June 30th. Appintment is for a term of one year. Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, it was moved and adopted to reappoint Ms. Ortense Dickson to the Office of Orange County Tax Collector for a one year term. D. One Commissioner attending the annual meeting of the National Association of Counties should be named as the official voting delegate. Upon motion of Commissioner T4alker, seconded by Commissioner Pinney, it was moved and adopted that Commissioner Gustaveson be named the official voting delegate to the NACO annual conference. Item 6: The County Sheriff, Mr. C. D. Knight, will make same general comments about the proposed Central Dispatch Center. The Chairman recognized Sheriff Knight who stated that he was confused about the proposed operation of the EMS System. He stated that he was unsure of the capabilities of the system and would like to have some assur- once that if the system does not function as intended, he can resume his previous method of operation without delay. Commissioner Walker requested that Mrs. Flora Garrett, Infaxmation Officer for EMS, bring the Board up to date of the status of the EMS system. Mrs. Garrett preceeded to review with the Board the status of FMS. She stated that the latest change in the plan is tkiat the Dispatch Center is now to be located in Chpael Hill instead of in Hillsborough. Commissioner Gustaveson asked Mrs. Garrett to speak to the question of Sheriff Knight, that all the technical problems in the system would Katie been worked out before the system goes into operation. Mrs. Garrett responded that the Contract with the Motorola Company has a guarantee that before final payment is made that the system will wox'k. Also, the chief dispatcher will be hix'ed soon and other dispatchers will be hired so that a training program will begin in October of this year. She added that the system would be checked out and all would be satified that the system works.before it is put into operation. Commissioner Gustaveson stated that the other part of his question was the human element of the operation. He added that since training will begin in October, he felt the system would be ready for operation by January. Mrs. Garrett assured the Board that this is her understanding. _ The County Manager stated that the present dispatchers working in the Sheriff's Department would have a choice of moving into the system or re- maining in the Sheriff's Department as jailors. He added that a training program will be instituted by the r~[otorola Company. The FMS system is for emergency calls and is not designed to handle routine calls to the Sheriff's Department. The purpose of the dispatch center is to dispatch cars for emergencies. The Sheriff's Department will have the capabilities at all times to monitor all calls and to override the dispatch of cars. Chairman.Whitted stated that.in the event some problem arose, the pro- blem should be.brought to light as soon as possible to make the system work. He stated that it was important that dispatchers are properly trained, and the public is educated as to the use of the 911 number. Chairman Whitted referred to Item 7: The County Attorney will respond to the inquiry from Orange Water and Sewer Authority relating to possible restrictions in the use of water provided by that organization.
