~, - -- <br />~~_ <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Finney, it was_moved and adopted to reappoint Messrs. David McFarland <br />and Lucien Sellet to a three year term on the Chapel Hill Board of <br />Adjustment. <br />B. The term of office of the County Tax Supervisor, W. T. Laws, <br />expired June 30th. Appointment is far a term of two years. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adotped to reappoint W. T. Laws, to the office <br />of County Tax Supervisory for a two year term. <br />C. The term of office of the County Tax Collector, Ms. Ortense <br />Dickson, expired June 30th. Appintment is for a term of one year. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />it was moved and adopted to reappoint Ms. Ortense Dickson to the Office of <br />Orange County Tax Collector for a one year term. <br />D. One Commissioner attending the annual meeting of the National <br />Association of Counties should be named as the official voting delegate. <br />Upon motion of Commissioner T4alker, seconded by Commissioner Pinney, <br />it was moved and adopted that Commissioner Gustaveson be named the official <br />voting delegate to the NACO annual conference. <br />Item 6: The County Sheriff, Mr. C. D. Knight, will make same general <br />comments about the proposed Central Dispatch Center. <br />The Chairman recognized Sheriff Knight who stated that he was confused <br />about the proposed operation of the EMS System. He stated that he was <br />unsure of the capabilities of the system and would like to have some assur- <br />once that if the system does not function as intended, he can resume his <br />previous method of operation without delay. <br />Commissioner Walker requested that Mrs. Flora Garrett, Infaxmation <br />Officer for EMS, bring the Board up to date of the status of the EMS system. <br />Mrs. Garrett preceeded to review with the Board the status of FMS. <br />She stated that the latest change in the plan is tkiat the Dispatch Center <br />is now to be located in Chpael Hill instead of in Hillsborough. <br />Commissioner Gustaveson asked Mrs. Garrett to speak to the question <br />of Sheriff Knight, that all the technical problems in the system would Katie <br />been worked out before the system goes into operation. <br />Mrs. Garrett responded that the Contract with the Motorola Company <br />has a guarantee that before final payment is made that the system will <br />wox'k. Also, the chief dispatcher will be hix'ed soon and other dispatchers <br />will be hired so that a training program will begin in October of this <br />year. She added that the system would be checked out and all would be <br />satified that the system works.before it is put into operation. <br />Commissioner Gustaveson stated that the other part of his question <br />was the human element of the operation. He added that since training will <br />begin in October, he felt the system would be ready for operation by <br />January. <br />Mrs. Garrett assured the Board that this is her understanding. <br />_ The County Manager stated that the present dispatchers working in the <br />Sheriff's Department would have a choice of moving into the system or re- <br />maining in the Sheriff's Department as jailors. He added that a training <br />program will be instituted by the r~[otorola Company. The FMS system is for <br />emergency calls and is not designed to handle routine calls to the Sheriff's <br />Department. The purpose of the dispatch center is to dispatch cars for <br />emergencies. The Sheriff's Department will have the capabilities at all <br />times to monitor all calls and to override the dispatch of cars. <br />Chairman.Whitted stated that.in the event some problem arose, the pro- <br />blem should be.brought to light as soon as possible to make the system work. <br />He stated that it was important that dispatchers are properly trained, and <br />the public is educated as to the use of the 911 number. <br />Chairman Whitted referred to Item 7: The County Attorney will respond <br />to the inquiry from Orange Water and Sewer Authority relating to possible <br />restrictions in the use of water provided by that organization. <br />
