~~' <br />MINUTES <br />ORANGE COUNTY'BOARD OF CONrM25S2ONERS <br />TUESDAY, JULY l9, 1977 <br />The Orange County Board of Commissioners met on Tuesday, July 19, 1977, <br />at 7:30 p.m., in the Commissioners' room of the Courthouse in Hillsborough. <br />Present were Chairman Richard E. ~~Ihitted, Commissioners Norman Walker, <br />~7an Pinney and Norman Gustaveson. <br />• Absent was Commissioner Donald Willhoit. <br />Staff personnel present were S. M. Mattis, County Manager, Nea]. Evans, <br />Finance Director, and Agatha Johnson, Clerk. Goeffrey Gledhill, County <br />Attorney was also present. <br />Chairman Whitted referred to Item 1 on the Agenda: Persons not on <br />this agenca having business to transact with the Board of Commissioners <br />should make their presence known in order that an appropriate time for <br />them to be heard might be arranged. <br />Mr. Kenneth Strayhorn, a member of the New Hope Fire District, stated <br />that he was present to request the Board's approval of the New Hope Fire <br />District's map and boundary description in order to qualify for a fire <br />district rating. <br />Mss. Charles King stated that she and other citizens were present to <br />request the County Board of Commissioners to accept roads in the Colonial <br />Hills area for the property owners participation program. <br />Rick Poole of the Social Services Department was present to request <br />the Board's approval of a Title XX Contract. <br />The Chairman asked Mr. Strayhorn to make his presentation to the <br />Board at this time. <br />hlr. Strayhorn stated that he was requesting of the Board approval of <br />the New Hope Fire District's map and boundary description in order that <br />the Fire Department Substation could secure a Class 9A rating, and thereby <br />reduce their insurance premium. <br />Upon motion of `Commissioner Finney, seconded by Commissioner [~Ialker, <br />it was moved and adopted to approve the presented map and boundary des- <br />cription of the New Hope Volunteer Fire Department Substation. <br />.. Mrs. Charles King of the Colonial Hills Subdivision asked that the <br />County Board consider roads in that area for the Raad Assessment Program. <br />She stated that a petition was filed with the County Manager last fall <br />for the paving of the roads. <br />The County Manager stated that monies had been appropriated in the <br />1977-1978 budget for this program and that the Board of Commissioners <br />needed to decide which roads in the County should be involved in the program. <br />He added that the petition from Colonial Hills'Subdivision was the oldest <br />petition on hand. <br />Commissioner Gustaveson asked that a priority list be started and <br />_ that letters regeived requesting participation in the road assessment <br />program be placed on the list as they are received. <br />___.. Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to direct the County Attorney to prepare <br />the necessary document to develop the road paving project in the Colonial <br />Hills Subdivision. <br />Rich Poole of the Social Services Department presented to the County <br />Commissioners a contract for a Orange County Council on Aging Homekeeper <br />Coordinator project. This person coordinates the Homemaker Program <br />through the Council on Aging and the Chore Service Program of the Department <br />of Social Services. The total amount of the contract is $2,247 from federal <br />
