Brooks, Barry Katz, <br />Howard McAdams, Jim Selkirk, Bob Strayhorn, Elizabeth Walters, Runyon <br />Woods. <br />MEMBERS ABSENT: Libby Searles - excused. <br />STAFF PRESENT: Gene Bell, Roy Williford (Carrboro Planning Director), Trish McGuire <br />(Carrboro Planner), Joanna Bradshaw. <br />AGENDA ITEM #2: CONSIDERATION OF ADDITIONS TO AGENDA <br />None. <br />AGENDA ITEM #4: CHAIR COMMENTS <br />Chair noted that several citizens had signed up to speak to the issues being <br />considered and asked that they wait to be recognized by the Chair before <br />speaking for identification in the minutes. <br />AGENDA ITEM #5: ADDITIONAL CONSIDERATION OF MATTERS HEARD AT APRIL 8, <br />1998 JPA PUBLIC HEARING AND CONSIDERED BY PLANNING <br />BOARD ON JULY 15, 1998 <br />(Agenda from Public Hearing and excerpts from July 15, 1998 Planning Board <br />agenda included with agenda materials as separate enclosures.) <br />Facilitated Small Area Plan for Carrboro's Northern Study Area And <br />Joint Planning Agreement Amendments Relative To Transition Area I and <br />II and "Floating" Conditional Use District <br />Gene Bell presented background information. <br />Information from abstract as follows: <br />Proposed amendments to the Joint Planning Area (JPA) Land Use Plan and Map <br />and the Joint Planning Agreement to incorporate the Facilitated Small Area Plan <br />for Carrboro's Northern Study Area were presented at the April 8, 1998 JPA <br />Public Hearing and subsequently considered by the Planning board on July 15, <br />1998. Two primary concerns identified by the Planning Board in their <br />deliberations were: 1) the lack of implementing ordinance language; and 2) <br />exclusion of the Orange County Commissioners from decisions on "floating" <br />conditional use zoning districts. <br />Prior to making a recommendation, the Planning Board expressed the desire to <br />review the ordinance language under development for plan implementation. <br />
