TO: FROM: SUBJ: DATE: ORANGE COUNTY PLANNING DEPARTMENT 30OF REVERE ROAD HILLSBOROUGH, NORTH CAROLINA 27278 • v s MEMORANDUM John Link, County Manager Gene Bell, Interim Planning Director Events Related to Development of the Facilitated Small Area Plan for the Carrboro Northern Study Area November 11, 1998 In response to your request (resulting :&om questions at the November 4 BOCC meeting) for a chronology of events related to development of the Facilitated Small Area Plan (SAP) for the Canboro Northern Transition Study Area (NSA), amendments to the Joint Planning (JP) Agreement, and development moratoria in the area, I submit the following: 1. November 2, 1987 - Carrboro becomes party to JP Agreement with ChW1 Hill and Orange County. 2. June 30, 19911 - Joint Planning Public Hearing to define boundaries of Carrboro Transition Areas I and 11 and to present municipal zoning plans for Carrboro and Chapel Hill transition areas. 3. November 14, 1988 - Administration of Transition Areas transferred to towns. 4. February 1992 - Small Area Planning process for NSA initiated. S. September 12,1995 - "Draft" SAP for NSA completed. 6. November 9, 1995 - Carrboro open house on SAP at Homestead Community Center. 7. February 6,19% - Carrboro public hearing on moratorium in NSA and draft SAP. 8. February 12,1996 - BOCC objects to moratorium and recommends facilitated meetings) be conducted with NSA residents, small area planning group, BOCC, and Board of Aldermen concerning the draft SAP. 9. February 18, 1997 - Orange County agrees to share cost of facilitated meetings. 10. April 19, 1997 - First facilitated meeting ( "Education Session') held at McDougle Middle School on a Saturday. 11. May 31, 1997 - Second facilitated meeting (with Randall Arendt) held McDougle Middle School on a Saturday to develop "modified plan"
