20 <br />12. August 19, 1997 - Board of Aldermen accept "modified plan" resulting from <br />facilitated meetings in April and May. <br />13. September 16, 1997 - Board of Aldermen establish an Ordinance Drafting <br />Committee to draft changes to Carrboro land use ordinances necessary to implement <br />recommendations of the "modified plan." <br />14. November 3, 1997 - BOCC "does not object" to Carrboro request for six month <br />moratorium in NSA while implementing ordinances being developed. <br />15. November 11, 1997 - Board of Aldermen adopt six month moratorium in NSA on <br />projects with five or more units or lots. <br />16. April 8, 1998 - Joint Planning Public Hearing on Facilitated SAP, amendments to the <br />JP Agreement to implement plan, and amendments to JP Agreement for establishing <br />moratoria. <br />17. May 6, 1998 - BOCC "does not object" to Carrboro request to extend moratorium to <br />September 30, 1998 while implementing ordinances being completed. <br />18. May 26, 1998 - Board of Aldermen approve Facilitated SAP and amendments to the <br />JP Agreement to implement plan and establish moratoria. <br />19. June 8, 1998 - Chapel Hill Town Council approves Facilitated SAP and amendments <br />to the JP Agreement to implement plan (with exception of language limiting approval <br />of conditional use floating zones solely to Carrboro) and establish moratoria. <br />20. July 6, 1998 - Chapel Hill adopts amended resolution (consistent with Carrboro's) on <br />amendments to the JP Agreement to implement plan (approval of conditional use <br />floating zones left to Carrboro). <br />21. July 15, 1998 - Orange County Planning Board recommends approval to JP <br />Agreement amendment for establishing moratoria. Board considers facilitated SAP <br />for NSA and amendments to JP Agreement and votes unanimously to "not accept the <br />Resolutions passed by the Chapel Hill Town Council and the Carrboro Board of <br />Aldermen." Concerns cited were "lack of ordinances to implement the plan and <br />concern for the citizens being governed by a jurisdiction for which they could not <br />vote." <br />22. August 19, 1998 - Request by Carrboro Town Manager (at a meeting of county/ <br />municipal managers and planning directors, OWASA staff, and UNC officials) that <br />the County withhold a decision on the SAP until the Ordinance Drafting Committee <br />completes its work. <br />23. September 30, 1998 - BOCC approves amendment to JP Agreement to allow for <br />establishment of development moratoria. <br />24. October 6, 1998 - BOCC approves Carrboro request for extension of moratorium <br />through December 31, 1998 while implementing ordinances being completed. <br />25. November 5, 1998 - Carrboro draft ordinances for implementing facilitated SAP <br />delivered to Orange County Planning. <br />26. November 11, 1998 - Special Orange County Planning Board meeting to review draft <br />ordinances and consider recommendation to BOCC on facilitated SAP and <br />amendments to JP Agreement for implementation of the plan. <br />27. December 15, 1998 - BOCC consideration of Planning Board recommendation and <br />decision on facilitated SAP and amendments to JP Agreement for implementation of <br />the plan. <br />
