Many citizen comments and concerns <br />were raised at the hearing; the attached May 26, 1998 abstract from the Carrboro Board <br />of Aldermen attempts to address citizen comments and concerns. <br />Carrboro Board of Aldermen, May 26 1998 <br />The proposals to amend the Joint Planning Area Land use Plan and Map and the Joint <br />Planning Agreement to incorporate the Facilitated Small Area Plan for Carrboro's <br />Northern Study Area were approved by the Carrboro Board of Aldermen on May 26, <br />1998. Resolutions of adoption are included as attachments. <br />Chanel Hill Town Council, June 8 1998 and July 6 1998 <br />The proposals to amend the Joint Planning Area Land use Plan and Map and the Joint <br />Planning Agreement to incorporate the Facilitated Small Area Plan for Carrboro's <br />Northern Study Area were approved by the Chapel Hill Town Council on June 8, 1998. <br />Relative to the amended Joint Planning Agreement, Chapel Hill's resolution of <br />adoption differed slightly from Carrboro's in that language allowing Carrboro to approve <br />"floating" conditional use districts without Orange County's concurrence was deleted. <br />Chapel Hill adopted an amended resolution on July 6, 1998, consistent with Carrboro's <br />resolution allowing Carrboro to approve floating conditional use districts without Orange <br />County's concurrence. Resolutions of adoption are included as attachments. <br />Orange County Planning Board July 15 1998 <br />The Orange County Planning Board considered the proposed amendments to the Joint <br />Planning Area Land Use Plan and Map and the Joint Planning Agreement on July <br />15, 1998. There was extensive discussion on the proposed amendments and concerns <br />raised repeatedly by the Board were: 1) the lack of implementing ordinance language; <br />and 2) exclusion of the Orange County Commissioners from decisions on "floating" <br />conditional use zoning districts. Following several hours of discussion, a motion was <br />made "that the Planning Board not accept the Resolutions passed by the Chapel Hill <br />Town Council and the Carrboro Board of Aldermen." The Board voted unanimously on <br />the motion. Planning Staff did not interpret this as denial of the proposed amendments <br />given the wording of the motion and comments before and after the vote regarding the <br />desire to review implementing ordinance language and ensure that the County <br />Commissioners were part of the decision - making process on floating, conditional <br />use zoning decisions. <br />Orange County Planning Board November 11 1998 <br />The Planning Board held a special meeting on November 11, 1998 to consider a <br />recommendation to the BOCC on the proposed amendments to the Joint Planning Area <br />Land Use Plan and Map and the Joint Planning Agreement.
