19 <br />ORANGE COUNTY PLANNING DEPARTMENT <br />306F REVERE ROAD <br />HILLSBOROUGH, NORTH CAROLINA 27278 <br />r •w <br />p Y <br />MEMORANDUM <br />TO: John Link, County Manager <br />FROM: Gene Bell, Interim Planning Director G�-9 <br />SUBJ: Events Related to Development of the Facilitated Small Area <br />Plan for the Carrboro Northern Study Area <br />DATE: November 11, 1998 <br />In response to your request (resulting from questions at the November 4 BOCC meeting) <br />for a chronology of events related to development of the Facilitated Small Area Plan <br />(SAP) for the Carrboro Northern Transition Study Area (NSA), amendments to the Joint <br />Planning (JP) Agreement, and development moratoria in the area, I submit the following: <br />1. November 2, 1987 - Carrboro becomes party to JP Agreement with Chapel Hill and <br />Orange County. <br />2. June 30, 1988 - Joint Planning Public Hearing to define boundaries of Carrboro <br />Transition Areas I and II and to present municipal zoning plans for Carrboro and <br />Chapel Hill transition areas. <br />3. November 14, 1988 - Administration of Transition Areas transferred to towns. <br />4. February 1992 - Small Area Planning process for NSA initiated. <br />5. September 12, 1995 - "Draft" SAP for NSA completed. <br />6. November 9, 1995 - Carrboro open house on SAP at Homestead Community Center. <br />7. February 6,1996 - Carrboro public hearing on moratorium in NSA and draft SAP. <br />8. February 12, 1996 - BOCC objects to moratorium and recommends facilitated <br />meeting(s) be conducted with NSA residents, small area planning group, BOCC, and <br />Board of Aldermen concerning the draft SAP. <br />9. February 18, 1997 - Orange County agrees to share cost of facilitated meetings. <br />10. April 19, 1997 - First facilitated meeting ("Education Session") held at McDougle <br />Middle School on a Saturday. <br />11. May 31, 1997 - Second facilitated meeting (with Randall Arendt) held McDougle <br />Middle School on a Saturday to develop "modified plan". <br />
