~~_ <br />Chairman Whitted referred to Item 10: The Manager will comment on a <br />proposed relocation of the Central Dispatch Center. <br />The agenda attachment stated that the previous decision to locate <br />the EMS Dispatch Center at Hillsborough now seemed impractical due to <br />(1) the sale of the UNC Telephone System to Southern Bell, (2) State <br />Utility commission Regulations prohibits voice transmission aver non- <br />. utility awned microwave, and (3) the Tawn of Chapel Hill has agreed to <br />join the system and to turn its dispatch center and equipment over to <br />the County for center use. These changes have altered the previous <br />position and it is now recommended that the central dispatch center be <br />located in Chapel Hill. Arrangements have been worked out which will <br />separate the communciation center from other activities in the police <br />building. <br />Chairman Whitted recognized Flora Garrett, Information Officer for <br />EMS System. Mrs. Garrett stated that Orange County would have the best <br />EMS System in the State, and that the System would dispatch to all parts <br />of the County. She added that there did not seem to be. a problem with the <br />location of the system. <br />Commissioner Pinney stated that one issue of concern he had was that <br />dispatchers working on all shifts be familiar with all pax'ts of the County. <br />Mrs. Garrett stated that this is one area in which dispatchers will <br />be trained. It was pointed out that the start up time for the EMS System <br />is January ]., 1978. <br />The Commissioners agreed to set a date to go to Greensboro to look at <br />the Greensboro system as soon as practical after the 'first Monday in August. <br />Item 4: The Manager recommends approal of a contract providing legal <br />services to the IV-D Child Support Program with Winston-Coleman and <br />Bernholz. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustavesor <br />it was moved and adopted to approve the IV-D Child Support Contract with <br />Winston,Coleman and Bernholz. <br />(For copy of Contract between Orange County and Winston, Coleman <br />and Bernholz, see page 29Sof this book..) <br />Ttem 5: The Manager recommends approval of an agreement to extend <br />an existing contract with the Chapel Hill Housing Authority for provision <br />of Section 8 administrative services for one year effective July 1, 1977, <br />Upon motion of Commissioner Pinney, seconded by commissioner Gustavesor <br />it was moved and adopted to approve the contract with the Chapel Hi11 <br />Housing Authority for provision of Section 8 Services. <br />(Far copy of Section 8 Contract see page 299 of this book.) <br />Chairman Whitted referred to Item 6: The Manager recommends execu- <br />tion of a three year lease with Joe Denson for 1,000 square feet of office <br />space at $200 per month. <br />The agenda attachment stated that the County Manager had looked for <br />appropriate space in Hillsborough for additional office space and the only <br />available space is on Churton Street, owned by Mr. Denson. Mr. Gattis <br />recommends the ABC Policy, the Magistrates and the Probation Counselor, <br />all located on the east side of the bottom floor of the Old Courthouse, <br />be moved from their present locations to the space owned by Mr. Denson,. <br />and that the data processing agency be located in the old Courthouse. <br />Discussion ensued. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Willhoit, it was moved and adopted that the County Manager would decide <br />what agencies are to be located in particular areas. <br />Item 7: Appointments - <br />A. The Town of Chapel Hill recommends Alderman Thomas Gardner be <br />reappointed as its representative to the County EMS Council. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />it was moved and adopted to reappoint Alderman Thomas Gardner as Chapel <br />
