c ,-..- <br />~.: ~.. <br />The County Attorney stated that the Ordinance left open the details <br />for negotiation between the utility company and the developer. <br />Commissioner Whitted stated that he felt the Ordinance needed <br />language to make this clear. <br />Commissioner Pinney suggested that item (c) be added to this section <br />setting forth terms for utility easements. <br />Commissioner Willhoit suggested that the first line in this section <br />"Where several utilities are available and can be anticipated......" <br />... _.. that "and" be changed to "or". <br />Under Section.II2-D-4: Preliminary Plan Approval, some discussion <br />ensued regarding the review process of the various agencies. <br />Commissioner Willhoit moved that the amendments to the Subdivision <br />Ordinance be extended to Chapel Hi11 and Eno Townships. <br />Commissioner Gustaveson asked that the County Attorney make the <br />appropriate changes in the wording in those sections mentioned before <br />the amendments are finally approved. <br />Commissioner Willhoit withdrew his motion. <br />The County Attorney was requested to make the changes pointed out. <br />Commissioner Willhoit suggested that a change be made to Section IV B <br />S b:. Lot Layouts. This should read, "Upon recommendation of the Planning <br />Board and approval of the County Commissioners, the construction....." <br />Discussion ensued regarding the functions of the Advisory Councils in <br />the various townships. Commissioner Willhoit stated that his understanding <br />of the role of the Advisory Councils was to aid the Planning Board in <br />developing a land use plan for that particular area, taking into account <br />the unique needs, and desires of the residents of the area. The role of <br />- the Advisory Council and not to advise on the .development of the Sub- <br />division Ordinance, unless they so desire. <br />Chairman Whitted stated that the Planning Staff will review their <br />work program for the next months and submit to the County Commissioners <br />a time schedule for setting up Advisory Councils. The County Commissioners <br />and the Planning Board will then schedule another work session at that <br />time. Anew work plan has not been adopted to this date.. <br />Commissioner Whitted asked the Board to discuss the second recommenda- <br />tion of the Planning Board, that extension of the Subdivision Ordinance <br />be delayed until the Advisory Councils are in place. <br />Commissioner Gustaveson stated that the upcoming work session will <br />reorganize priorities and that he felt a date should be set to extend <br />the Subdivision Ordinance county-wide, and to get on with the main task, <br />in the critical areas, of developing a land use plan and a zoning map which <br />is the primary task of the Advisory Councils. He suggested that some <br />mechanism be developed for education of .citizens regarding the subdivision <br />regulations. Mr. Gustaveson suggested that a date of mid-September be set <br />to consider adoption of~'the Subdivision Regulations county-wide. He added <br />that the Subdivision Regulations should not necessarily be tied with the <br />Advisory Councils. Further, he stated that the present work plan of the <br />Planning Staff not change. <br />Chairman Whitted stated that he was in favor of going along with the <br />recommendation from the Planning Board, that the Subdivision Regulations <br />not be implemented into the townships which do not currently have the sub- <br />division Regulations. He added that he felt sometime limit should be set <br />as to when the appropriate time should be far this Board to consider the <br />question of extending the Regulations county-wide. He added that he felt <br />the time should be between 90 and 12D days. Mr. Whitted stated that an <br />effort should be made to clear up distortions so that citizens will know <br />what the Ordinance is intended to do. <br />Commissioner Pinney stated that he had no problems with the Planning <br />$aard's recommendation, that he would like to see the Advisory Crouncils <br />set up as soon as possible and he feels this could be done in 120 days. <br />
