2 <br />BACKGROUND: submitted to SHPO involving properties in the County's jurisdiction. <br />(continued) Furthermore, the Orange County Historic Preservation Commission (HPC) is <br />required to provide an opportunity for public comment on all such nominations <br />during the review - and - comment period. <br />However, scheduling a public hearing for the Cabe - Pratt- Harris House NR <br />nomination during the aforementioned 60 -day review period is problematic, <br />given the Christmas holiday period and the lack of a scheduled HPC meeting <br />during the month of December. Also, the Board of Commissioners' regular <br />January meeting is not scheduled until January 19, after the end of the 60 -day <br />review period. <br />The HPC discussed the Cabe - Pratt- Harris House NR nomination at their <br />meeting of November 24. The Cabe - Pratt- Harris House is a "rare example of <br />a one -story, hall parlor plan late Georgian house. "2 As an existing Study List <br />site, the structure is a high priority of the HPC for NR listing, and would be a <br />welcome addition to the County's fledgling roster of county landmarks. <br />Furthermore, the NR study is being funded privately by the property owner, a <br />trend the HPC encourages. It is the consensus of the HPC that the Cabe -Pratt- <br />Harris House is worthy of listing on the National Register of Historic Places. <br />The HPC also discussed the scheduling problem. Since they do not meet in <br />December, and their January meeting is not scheduled until the 27th, the HPC <br />voted to change their meeting date to Tuesday, January 5, and to hold a public <br />hearing on the Cabe - Pratt- Harris House NR nomination at that time. This <br />hearing will be properly advertised as required by the Historic Preservation <br />Ordinance, and adjacent property owners will be notified by certified mail. <br />As stated previously, there is insufficient time to present the NR nomination to <br />the Board subsequent to the public hearing on January 5, and meet the January <br />14 deadline of the review and comment period. Therefore, the HPC <br />recommended sending the nomination to the BOCC for its December 15 <br />meeting for an opportunity to review and comment on the nomination prior to <br />the public hearing. Furthermore, the HPC recommended that the Board permit <br />the BOCC Chair to comment on this nomination on their behalf, prior to <br />January 14, 1999. <br />RECOMMENDATION: <br />The National Register nomination is provided for Board review and <br />consideration. <br />Administration recommendation. The Administration recommends that the <br />Historic Preservation Commission be permitted to hold a public hearing on this <br />National Register nomination on January 5, 1999, and further recommends that <br />the BOCC authorize the Chair to sign NR nomination comment form on their <br />behalf following the public hearing and prior to the end of the 60 -day comment <br />period on January 14, 1999. <br />2 Cabe - Pratt- Harris House National Register nomination, Section 8, p.9. <br />
